The Conscience of the Filipino

The Exemplar

February 2, 1986–DEFEAT is usually termed ignominious unless one fights to the end, against overwhelming odds, then it is called honorable. Thus, Spartan mothers told their sons setting forth to war to return with their shields or on them. But there is another kind of defeat, and it’s a rare one. Rare in history, and most rare in political history, for politics seems to bring out the worst, the meanest in men. It’s more than just honorable, it’s glorious, and that is defeat from self-denial: to lose when one might have won, out of a sense of high purpose. Such was the defeat of Pres. Sergio Osmeña in the 1946 presidential election. He lost in his presidential reelection bid because he would make no promise he was not certain of fulfilling. He would not stretch the meaning of the word “promise” to cover mere attempt. Surely, one may not be expected to do more than one can, but he would not equate mere attempt with performance and what he was not sure he could do, he would not promise. Presidential candidates promise to balance the budget and get elected only to unbalance the budget even more, and people do not hold it too much against them. Failure to fulfill a political promise is taken as just one of those things, like death and taxes. One learns to live with it. Not to promise what one is not sure one can do is, surely, naive. After all, one might be able to do it. Things might improve. To hold promise under so strict a definition is not, well, not common. But Sergio Osmeña was not a common man.

He might have been President earlier if he had not yielded his right to a sick man who would cling on to the office. Too long had he played a secondary role to the flamboyant Quezon, now he would be first at last! Quezon’s term as President of the Philippine Commonwealth expired in 1943 and Osmeña was to succeed him in the office under the Constitution. But Quezon argued that the war had suspended the Constitution and he should be allowed to serve as President indefinitely. For life, if the war went on. Well, he did, remaining President until death took him. Though convinced that he should be President, with every legal reason supporting his position, Osmeña acceded to Quezon’s plea. The Filipino people had come to think of him, Quezon, as the symbol of the Philippine government-in-exile and Osmeña’s taking over might create confusion, the ailing man argued. Osmeña listened and gave way. Let his old political rival have his way since he wanted the office so much! He himself suffered from no such obsession. And if it was good for the Filipino people that he should step aside, that is the way it should be. Told after Quezon’s death that he was now President, all Osmeña said was: “Am I?”

Asked when he would take the oath of office, Osmeña said he would first attend to the funeral arrangements, then asked to be left alone so he could compose a tribute to his dead associate. Later, he offered Quezon’s widow and children the continued use of their elegant quarters at the Shoreham Hotel and a pension, the law being silent then on such provision for the widows of past presidents.

When the U.S. government ordered the prosecution of Filipinos who had collaborated with the Japanese during the war, Osmeña asked General MacArthur to release them on his personal guarantee. He thought they had served in the Japanese puppet government to act as buffers between the people and the brute force of the invaders. But MacArthur could not go against Washington and so herded them all in the Iwahig penal colony.

But while understanding toward collaborators — the political ones like Roxas, who would afterward take the Presidency away from him, Laurel and Recto — Osmeña would show no favor to two of his sons who were charged with collaboration with the Japanese for money, and when one of them tried to see him in Leyte, wearing a guerrilla outfit, he refused to see him. The son stayed under a tree all morning waiting for his father to change his mind, but the old man was unrelenting. The other son, whom we visited in prison, cursed him. But the law, as Osmeña held it to be, is impersonal, whatever heartbreak that might mean to the enforcer. When, during the trial of that son, he had to be confined at the Quezon Institute for the tubercular, and asked for “better facilities,” the father said his son should be given the same facilities the others had, not more, not less.

When Roxas split from the Nacionalista Party and created the Liberal Party to run for president, Osmeña, in the interest of national unity, prepared to retire and let Roxas have the field to himself. But those who wanted to hold on to their government positions argued with Osmeña that he should run to demonstrate that the Philippines was capable of holding a true election, a democratic electoral contest even amidst the ruins of war, that an orderly succession was possible — the ultimate test of political maturity. National unity would be served and Americans who held that Filipinos were incapable of self-rule and therefore unworthy of independence would be confounded.

So, Osmeña decided to run. But run in his own fashion.

Under the law then, the Nacionalista Party, as the majority party, was entitled to two election inspectors and the Commission on Elections to one, with none for the splinter party. Osmeña had the law amended so that the Roxas party would be entitled to one inspector in each precinct and would not be cheated without detection.

An act of political madness, the usual practitioners of politics would say. Well, Osmeña was mad — mad for fairness. Before the election, Osmeña was scheduled to leave for Washington with Roxas and Jose Zulueta, then Speaker of the House. When their names were forwarded to Washington for the necessary clearance, Roxas was not “cleared” for the trip. A newspaperman heard of the Washington message and asked for a copy so it could be published, demoralizing the Roxas camp. Osmeña would have nothing to do with it.

“Let me keep that in my safe,” said the President then of the Philippines (How such a President made a Filipino feel clean!) He would not hit the man who sought to remove him from his position “below the belt.”

When it was suggested that he use the Philippine Air Force for an island-hopping election campaign, he ordered all units grounded. Then, when told that Eulogio Rodriguez — “Mr. Nacionalista” — had used an Air Force plane in campaigning for the party’s ticket outside Luzon, to deliver campaign material, Osmeña ordered his secretary of defense, Alfredo Montelibano, to call up Roxas and offer the use of an Air Force plane to equalize advantages. The offer was made twice.

“The fight is over,” said Rodriguez. “Roxas is really fortunate. His campaign manager is Osmeña.”

When an appointment of a Roxas supporter to provincial fiscal was up for approval by Osmeña, he was advised to turn it down because of the man’s political affiliation. That was one of the few times Osmeña showed anger.

“Tell them,” he said, “a man is appointed to an office because his qualifications call for it, not because of his political sympathies.”

Government employees held a rally before Malacañan demanding backpay for services to the government under the Japanese and Osmeña was urged to promise them backpay if elected, even though Washington had not yet set aside the money as it had promised.

“I can’t do that.”

“You need their votes.”

“No, I have to tell them the truth.”

So, he told the rallyists who represented a multitude of government employees all over the country that he would not fool them, he would make no promise he was not certain of fulfilling. And they shouted, “Long live Roxas!”

He would not campaign for election as he would not lie. He had the duties of his office to do, work to do for a ruined country.

“I will just stand before the electorate on the basis of my record and what I have done for the country all these years.”

He did make an election-eve speech — on the state of the nation.

He had served the Filipino people well. If they were not satisfied with his service, if they believed another would serve them better, he was happy to go. He lost by 200,000 votes. If he had lied to that howling mob before Malacañan, he might have gained their votes and those of their families and friends, and won. But he would not lie.

He lost — and felt no rancor toward the winner. Not one word could be extracted from him by a journalist in derogation of Roxas. He was a gentleman to the end.

Why did he refuse to campaign?

“Those were abnormal times,” he said later, “those days after the liberation. There were tens of thousands of loose firearms in the hands of private citizens. The peace and order situation was uncertain. If I had gone out to denounce my political opponents and urged my leaders in the provinces to win the election at all costs, perhaps I could have won, but there would have been bloodshed. Political wrangles might have aggravated the prevailing situation. So, I told my leaders to allow the opposition to say anything its spokesmen wanted to say in their meetings and in the newspapers. I believed then as I do now, that as President it was my highest duty to set an example to the rest of the candidates, to avoid trouble that might endanger the nation and cause our people to lose faith in the government and its officials.”

His old rival and beneficiary, Quezon, said, after defeating him—yet not defeating him in the disgraceful sense of the word:

“It is useless to try to defeat him; he is in alliance with God.”

He set an example for his people and those who led them after him — in vain. The motivation behind the degradation of democracy that came after was best expressed in the words of a high government official:

“What are we in power for?”

Osmeña set an example. He set a standard for those who would govern a people, and it was not enough. He had done his best. I visited him in retirement and found a man—a gentleman—at rest.

The Ruling Money

August 29, 1970–THE RICH are different,” said the American novelist F. Scott Fitzgerald, who spent his youth singing hooray for the difference and the rest of his life suffering from it. Though a great writer, Fitzgerald was a naïf. He knew the rich had the power to escape the usual penalties attendant on living at all in this world, but he thought the power to be a special quality bred in the rich by their money—a special strength or glamour, or magic even, that made them able to charm their way out of the consequences of what they did.

This, of course, is bull. As the Ted Kennedy drowning case showed, the rich can get into a stupid funk just like you and me. They get away with it because they are indeed “different,” not as Fitzgerald mystically thought but as Hemingway bluntly put it when fed that line about the rich being different. “Yes,” said Hemingway, “they have more money.”  Because the Kennedys have more money, son Ted could be given the benefit of the doubt—though it would be hard to say whose doubt that was.  Not the American public’s to judge from the polls.

The Kennedy case did dent a Philippine superstition about the United States: that there, unlike here, rich and poor are equal before the law. But the larger superstition that implies still persists, which may be put this way: if money is power, then the American common man has more power than, say, the Latin American, not only because of the greater amount of American money but because of its more general distribution.

In a densely documented exposé entitled The Rich and the Super-Rich, the American economist Ferdinand Lundberg explodes that superstition.  More than 30 percent of American wealth, he found out, was owned by only 1.6 percent of the adult population of 103 million. Since the government owned 20 percent of the wealth, that left less than half of the wealth to be divided among some 98 percent of the population, as of figures for the 1950s.

Of the top 1 percent who are rich, a fraction (0.11 percent) are super-rich; they own 45 percent of their group’s concentrated wealth.

The rest of the American people may be considered poor, and not just in comparison with the rich and the super-rich.

Of the have-not majority, 21.89 percent have gross estates averaging $ 15,000— “just enough to cover a serious personal illness.”

Another 18.4 percent of the population were “worth $6,000 on the average, which would probably largely represent participation in life insurance or emergency money in the bank… or two or three shares of AT&T.”

The remainder of the have-not group form the super-poor and they are the 50 percent of the population that own only 8.3 percent of the wealth. “They had an average estate of $1,800—enough to cover furniture, clothes, a television set and perhaps a run-down car.  Most of them had less, many had nothing at all.”

Half of the US population are composed of the super-poor while a fraction of 1 percent are super-rich!

Even if we regard the group in between as “middle class” we are still without an argument for the United States as a popular democracy—that is, where the people have the power. Money is power, but the American “middle class” don’t have that kind of money. They may have two cars in the garage, a TV in every room, insurance and savings accounts—but all that doesn’t make them the ruling money. Of a population of 103 million, says Lundberg: “We see that 1.4 million households own 65 percent of the investment assets, which are what give economic control. Automobiles and home ownership and bank deposits do not give such control.”

So, there goes the picture of the United States as a “people’s capitalism” with a widely diffused ownership of industry. The statistics are indeed impressive: in 1962 more than 17 million Americans owned shares in business enterprises and the figure was believed to have swelled to 20 million in 1968.

But: “Most stockholders own trivial amounts of stock; anybody would qualify as a stockholder if he owned only one share worth 10 cents. We are already aware that 1.6 percent of the population own more than 80 percent of all stock, 100 percent of state and local government bonds, and 88.5 percent of corporate bonds.”

And the “people capitalists,” how much do they own?

“Less than 20 percent of all stocks in 1963 were owned by some 15.4 million people.”

And the rest of the 103 million Americans had no share at all in this “people’s capitalism.” The gap between rich and poor that’s supposed to be narrower in the United States turns out to be a Grand Canyon.

But at least, surely, the American masses do have political power?  Lundberg says that this, too, like the “Affluent Society,” is a delusion. Without economic power there’s no political power; and the American masses are either too cowed or too indifferent to exercise even what power they have.

“Officials nominated by either one of two major parties are periodically elected at local, state and federal levels by a largely inept electorate that in most elections fails to participate to the full and in general turns out far below 50 percent. Whether the electorate fully participates makes no difference because most of the candidates are handpicked by nominating caucuses of the two major parties rather than of one party as in Russia. The caucuses function in default of popular activity; the populace simply has no political drive of its own. If Russia permitted a Socialist Party and a Communist Party (joined behind the scenes) it would be on all fours with the United States in respect of parties in the field; the candidates in the field might be politically identical twins, as is often the case in the United States (Johnson versus Goldwater).  Money plays a large role in the manipulation of this system—much larger than is usually conceded.”

Not the people but the super-rich finance the “system” and the financing is “down payment on future influence in government.” Since the people cannot or will not actively participate in government, Lundberg calls the set-up in the United States an “oligarchy by default.”

“Writers, focusing attention on Central America, refer caustically to the ‘banana republics’—those countries, economically dominated by the United Fruit Company, whose political leaders are bought and sold like popcorn. Conditions in the United States, mutatis mutandis, are not nearly so different. Even in such a presumably distinctive Latin American feature as the intervention of the military, the United States now clearly overshadows anything in this line the Latin American republics are able to show. Except that the United States has such large numbers of industrial and office workers, rather than landless peasants, it has few features to which general descriptions of Latin American society do not apply.  It might almost be said that there’s a growing tendency to mold the United States, apart from its industrial features, upon the ‘banana republics,’ this making it the Banana Republic par excellence.”

On top of the pile is a “well-established hereditary propertied class.” It’s the ruling money, the privileged oligarchy, the super-rich one percent. And it didn’t even earn its money or privilege.

“Great wealth in the United States is no longer ordinarily gained by the input of some effort, legal or illegal, useful or mischievous, but comes from being named an heir.  Almost every single wealth holder of the upper half of 1 percent arrived by this route.”

No more room at the top.

The rest of the Americans find how insecure “affluence” is when they lose a job.

“As was shown in the 1930s, Americans can become destitute overnight if deprived of their jobs, a strong support to mindless conformity. As a matter of fact, many persons in rather well-paid jobs, even executives, from time to time find themselves jobless owing to mergers, technical innovations or plant removal. Unable to get new jobs, they suddenly discover, to their amazement, that they are really poor.”

Ability, skills, talent, merely personal qualities, cannot be depended on as assets in the exploitative society.

“The incandescent Marilyn Monroe, as big as they come in filmdom and a veritable box-office Golconda, died broke.”

For that matter, so did poor Scott Fitzgerald, his talent worn out and wasted in the Hollywood dream factories, in the service of the big money that awed him when young.

Insecurity—Thoreau’s “quiet desperation” —is the American way of life.

How is the Philippine picture similar and different?

“FANTASTICALLY LOPSIDED” is how Lundberg describes income distribution in the United States. The Philippines money graph would provoke the same exclamation.

In May, 1969, the Senate committee on economic affairs issued a report on the country’s development from 1955 to 1968.

The most depressing finding was that, in a period of 13 years, “there has been no substantial change in the structure of our economy.” We were still an agricultural country of low productivity, with 58 percent of the labor force tied up in food production, only 11 percent engaged in manufacture. We had no capital-goods industry to speak of; our industry was more assembly than manufacture; and our manufacture was limited to durables like furniture and non-durables like cigarettes, had remained static since 1958, was heavily dependent on imported raw materials.

As a result, our foreign-trade deficit rose from over $147 million in 1955 to over $301 million in 1968: “The deficit in the last two years alone [1967-68] is greater than the combined deficit from 1957 to 1966.”

The national income had increased by 94 percent during the 13-year period, from almost P8 billion in 1955 to almost P15 billion in 1968. But again, this was partly a depressing finding. Despite an increase in average family income, and a shrink in the bottom group of society, the income structure had not changed either. The gap between rich and poor remained just as wide, or had widened further.

“In 1965, as in 1957, the 10 percent of our families who comprise the highest income bracket received 40 percent of the total income, leaving 60 percent of the income to be divided among 90 percent of the families.”

The figures for 1957 may be broken down thus:

2.8 percent of Filipino families earn over P5,000 a year.

17.1 percent earn between P2,001 and P4,999.

This 19.9 percent of Filipino families may be regarded as our “middle-class”—and it’s as meager as the incomes that make it comparatively well-to-do.

78.12 percent of all Filipino families earn less than P2,000 a year.

These are our poor and they comprise almost 80 percent of the nation’s households.

In this group are two subgroups that may be called the super-poor, because the figures on them are:

17.7 percent of Filipino families earn less than P1,000 a year.

11.6 percent earn less than P500.

Or almost 30 percent of the nation’s households living in stark misery.

Now for the other end of the scale.

1 percent of the nation’s families earn over P25,000 a year. These are the rich.

And one-tenth of this 1 percent earn over P100,000 a year. These are the super-rich.

So, in a country where 50 percent of the households live in poverty and 30 percent in utter misery, 1 percent of Filipino families live in affluence and a fraction of them live in super affluence.

Do these happy few constitute, as in the United States, an oligarchy?

Sen. Benigno Aquino Jr., who helped prepare that Senate report, thinks so. The 1 percent on top are the ruling money not only because they monopolize the wealth but because they control the sources of wealth (land, industry) and the forces of wealth (banking, politics). But the Philippine picture differs from the American in that we are still, more or less, in the robber-baron and nouveau-riche stage.

There’s still room at the top.

THREE LAYERS of wealth have accumulated since the turn of the century and Senator Aquino identifies these layers with lands, politics and banks.

“When the Americans came, a group of young lawyers started titling lands: this was the beginning of the big estates. Gregorio Araneta, for example, became the lawyer of the Tuason family that claimed this tremendous tract of land from Sampaloc to the Marikina Valley. The original source of the Philippine fortunes was, therefore, land—either Spanish grants, like the Ayala estate, or the acquisitions titled during the 1900s.

“The second generation of Filipino wealth came from government connections.  In the 1920s when Quezon was financing his independence missions, certain people got choice contracts from the government, like the Teodoros of Ang Tibay, the Madrigals of the shipping line.

“Then we have a third generation of millionaires: those who got concessions from government financing institutions, like the sugar barons. The Philippine National Bank was set up and it financed practically the entire sugar-mill construction of the period.  The movement was from Negros Occidental to Iloilo and the sugar barons—the Lopezes, the Javellanas, the Aranetas—started taking over virgin forest.”

The PNB marked an important development: Filipinos—or, at least, some Filipinos—began to have access to capital. Previously, all banks in the country were foreign-owned.  Not until 1938 was the first Filipino private commercial bank founded: the Philippine Bank of Commerce. And only after the war, during the Garcia era, did the native entrepreneur really understand why he should have his own bank.

“This cue was Garcia’s Filipino First. The Americans in the Philippines, the British, the Chinese—they had their own banks. But Filipinos had only the PNB to rely on and even there they were not, so to speak, getting the lion’s share, because the Chinese were more adept in the lagay system. So, we began putting up our own banks. The Rufinos set up the Securities Bank, the Santos family, their Prudential Bank; a group of sugar planters (Sarmiento, Antonino), their PCI Bank; and young professionals, graduates of foreign schools, came back and put to use what they had learned by establishing a bank of their own : the Far East.

“There was this proliferation of banks because the Filipino had suddenly realized that money begets money and that he who holds capital can control the economy. The development of native banking system spurred activity in all directions. Now, for the first time, the Filipino had his own capital. On it, he could borrow foreign funds to use for his own development. So, you had the opening of subdivisions, another source of funds, of capital, and you had the rise of local manufacturing industries, all financed by local banks. This is a healthy sign: the Filipino is becoming the master in his own house.”

But Senator Aquino sees one great danger: the Filipino who becomes master in Juan’s house may not be Juan de la Cruz himself. Juan may find that the foreign exploiter he kicked out has been replaced by a native one. “The Spanish exile, Salvador de Madariaga, warned that a country can become the colony of its own people.” And the hurt is that it’s Juan’s money that will be used to make him poorer and his master richer. As the taxes that Juan pays to the government too often are used merely to enrich a few politicians, so, in the banking system, the money of the depositors, of the people, may be used merely to capitalize the owners of the banks.

Senator Aquino says that this is already happening.

“That’s why when Licaros became governor of the Central Bank he came up with the controversial Circular No. 306. This circular makes it official, in writing, that there are tremendous arrears (unpaid debts) in private banks—arrears accountable by the majority stockholders, officers and directors of private banks. In other words, they borrowed money from their own banks, they used the money that people had deposited with them—and they are in arrears. So, according to Licaros, the entire private banking system must never have more than 5 percent in arrears. [The present rate is at least 10 percent.] And he has suggested to us in Congress an amendment to the General Banking Act to penalize bank directors, officials and stockholders who borrow more than their equity in their bank.”

Such a curb, if imposed abruptly, would, thinks Senator Aquino, result in financial chaos: the rich who have been growing richer through two decades by using the depositor’s money would have to be given time to restructure their loans; and the senator also sees how these rich folk who compose a “syndicate” that controls the banks might evade the curb by lending their banks’ money to one another.

“But Licaros says that the moment you go from your bank to another, the application for a loan will have to be examined by two sets of people; it becomes an arm’s-length deal; you will have to put up some collateral; and if there’s somebody on the board of directors who’s not a member of the ‘syndicate’ he could raise hell if the loan is not aboveboard. Licaros maintains that, while this may not completely eliminate the practice, it would minimize it. My contention is: unless we restructure the banking system to break the stranglehold of a small elite of the affluent, this country will definitely become a colony of its own people.”

Already, warns the senator, around 50 super-rich families have become, in effect, the oligarchy that rules our lives.

“These 50 families or so control the private banking system and they now control about 50 percent of the total money in circulation. They are interlocked among themselves through marriage; they join together to buy up foreign corporations. So, already in control of capital, they end up owning the sources of capital. And this new breed of colonizers is sometimes more rapacious than the old ones.”

A public-utility firm previously foreign-run is taken over by the super-rich Filipinos—and what’s the first thing they do? Raise the rates. The service remains just as awful, or gets worse. This, grimaces Senator Aquino, is the fulfillment of Quezon’s wish: a Philippines run like hell by Filipinos.

And it’s not only in the private sector that the 50 super families are taking over.  They have also become the State; at least, they alone seem to know how to use it. For their own profit, of course. A good illustration of this is the priority they enjoy when it comes to loans of government funds. Those funds are supposed to be the people’s money. Do “the people” ever get a crack at it?

COMPOUND INJUSTICE it cannot but seem that the elite 10 percent who get 43 percent of the nation’s income should also monopolize the State funds available for capital.

The monopoly, as exemplified during the Marcos era, has been examined by Senator Aquino.

“We cannot get complete solid detailed data, but this much we know. The government has granted around ₱4.5 billion in loans during the Marcos administration. Of this, from 40 to 50 families got 2.3 billion, either by borrowing directly from, or getting their foreign loans guaranteed by, government financing institutions. In other words, some 40-50 families got almost 50 percent of the total loanable funds of the government.

“One family got a loan guarantee for ₱300 million; another, for ₱263 million; a third, for ₱178 million. Sunod-sunod na ‘yan.”

Just the names of those families betray their political connections; those actually—and eminently—in politics enjoyed even larger drafts.

“Two senators each got over ₱400 million; a congressman got ₱180 million. Now what could you possibly say about that?

“It’s true the loans may be not money given out by the government but money borrowed from abroad, on guarantees of the Philippine government—but if the borrowers fail to pay it’s the government that will have to pay.”

In snide terms: to favor 40 or 50 families, the government is willing to risk bankrupting 38 million Filipinos.  And these favored families may not even have to risk a signature. A joke in banking circles is that if you belong to the elite just the sound of your name (and the proper amount of kickback, of course) will suffice to get you a government loan. Once the deal is set you can line up your housemaids, chauffeurs and gardeners and make them sign the deed; you’ll get the money just the same.

One gigantic loan being negotiated by a top favorite of the regime had Senator Aquino worried because it looked at first like a direct loan from the government—which is supposed to be lean on funds.  Though even a government guarantee for such a huge loan still seems too great a risk, Senator Aquino is more or less resigned to letting the favorite get it— “as long as he himself signs for it.”

Making the State’s fiscal machinery exploitable by an elite is not peculiar to the Marcos administration. Every Philippine president, says Aquino, spawned his own set of millionaires. Quezon did it, to fund his own political machine, and the millionaires he created repaid love with love. “When the T-V-T became obnoxious to Quezon he called in his group of millionaires led by Madrigal and told them to put up a newspaper chain and they came up with the D-M-H-M.” Even the “freedom of the press” depends on the requirements of the ruling money.

Under the Republic the successive sets of millionaires have been identifiable with their respective gold mines.

“The first set was the surplus-property millionaires under Roxas. Then you had the immigration-quota millionaires under Roxas.  Then you had the immigration-quota millionaires under Quirino; the import-control millionaires under Quirino and Magsaysay; the reparations millionaires under Garcia; and Macapagal’s government-financed millionaires: the Todas, the Delgados, who put up the Hilton. Under Marcos we have the money-manipulators, the quick artists who dabble in stocks and make money on such manipulations as the devaluation of the peso.”

Of each new set, a few millionaires will survive the passing of the regime, the rest will sink back to obscurity, as a Tony Quirino fades away with the passing of his brother.  Those who survive “institutionalize” themselves; they can still be tagged according to their respective eras—a Dindo Gonzalez from Quirino times; a Chiongbian or Antonino or Rustia  or Tantoco or Durano from Garcia days; a Toda from the Macapagal era—but where, before, they were identified with a specific administration, now they can influence any administration. They can join the “syndicate” of the super-rich who control the nation’s wealth, the money supply, the banks and the State funds; and it’s this elite, says Senator Aquino, who really control the economic and political destinies of the country.

“Why do I say political? First: these bankers who control 50 percent of the total money in circulation can gang up against any political candidate, or, for that matter, can meet together and agree among themselves to support a particular candidate. Now, big politician needs big money. Big money only comes from big businessman.  Big businessman gives big money to big politician. Then big politician repays the favor.  That’s the cycle of corruption.

“Second: big businessman gets to feeling it’s more economical to seek public office himself instead of funding candidates who may become unreliable or recalcitrant.  This is the beginning of the businessman turned politician.  So now we have millionaires and bankers and industrialists going into politics to protect their interests. Not content with economic power, they want it combined with political power. And if they can’t run themselves, they make their wives run for office. This is the development of the dynasties.”

The senator thinks this “pyramiding” of wealth and power unhealthy.

“When the wealth of a country is used by a handful to make the rest of the population virtual slaves, that is unhealthy because it’s no longer a democracy. This is what the young activists denounce as feudalism: a small group of families controlling the destinies of the bulk of the population.”

Moreover, by controlling the politicians, or by being in politics themselves, the elite families ensure that no attempt to reform them out of power can ever succeed.  How impose tax laws or inheritance laws to redistribute the wealth when those whom these laws would hurt control the Palace and the Congress and the courts?

Nevertheless Senator Aquino insists that a beginning can be made.

“For example, in the matter of the government loans, I propose that any such loan over half a million be granted to a corporation only if 40 percent of its shares are offered to the public. A corporation not open thus to the public should not be granted a government loan. Why should the money of the people go to one rich family to make that family super-rich?  Only public-held corporations should enjoy priority.

“Another thing I would propose: rigid anti-trust laws. In the United States you can’t have what are called ancillary businesses. For example, you are General Motors, you have to purchase tires. You can’t set up a tire company because that would give you undue advantage. Nor a battery factory, because that’s also related to your main line.

“Now the Meralco: it generates 90 percent of the total power in this country. It’s putting up a transformer company. So, that new company will have a 90 percent captive market. If you were an individual wanting to put up a transformer company of your own, how can you compete? You would be fighting only for a 10 percent free market. But Meralco, which, under the law, may not make more than 12 percent profit, can pass all its income to that ancillary transformer company.”

That’s how the rich become richer.

And that’s why they will block anti-trust laws, anti-monopoly laws, inheritance-tax laws, land reform, tax reform, and every attempt to diffuse and equalize wealth.

But the situation is not entirely hopeless. The ruling money is also a built-in bomb.

“Divine Providence,” says Senator Aquino, “has provided for certain checks to self-perpetuating royalty, as can be seen in what happened to European royalty.”

The built-in bomb is in-breeding.

Sila-sila ang nagasawahan,” laughs the senator.

THE INCESTUOUSNESS of ruling money ensures its downfall better than any socialist law—especially in the Philippines, where energy seems to drain out of a family in two or three generations.

In two generations the Quezon, and in three generations the Legarda, family is faced with extinction. The Castelvi were authentic bluebloods but in barely a century slid from top drawer to déclassé. The Ayala-Zobel business empire rides the impetus brought in by two outsiders, McMicking and Soriano; the direct heirs have turned to art and culture. Of the two boys who inherited the Cojuangco hacienda, neither is running it; authority has passed to those who married into the family. The department-store Aguinaldos were a tycoon family before the war; the third generation has run out of steam. A similar attenuation of spirit imperils every big business family in the country, whether it be the Elizalde or the Yulo or the Roces, and the trend is to bring in outsiders: the family itself can no longer supply the talent. The Madrigals have to employ professional managers to run their businesses; so do the Lopez brothers, who own the biggest fortunes in the country but, alas, cannot count on their sons to take over and carry on.

This is our protection against “dynasties”: that they don’t last long enough to be a dynasty.

“Therefore,” says Senator Aquino, “you really cannot talk of old fortunes in the Philippines.  The oldest fortune today would not be more than a hundred years old. It’s money without pedigree. All of it started, somehow, somewhere, in corruption; then the children gamble it away.

“It’s a phenomenon: how the children of the rich tend to backslide. They join the jet set, or they go into art. It’s very rare for the children of the founder to take over the business and improve it. By the third generation you get the young heirs stricken with guilt and social conscience, and the rich hippies rebelling against their own Establishment, and the alienated young who take pot because they have so much money.  The rich plant the seeds of their own destruction.”

Even if there are competent heirs to take over the family business, outsiders must still be brought in and allowed to occupy positions of power.

“You are a millionaire with 20 industries and three sons. How can they run all those industries? The era of the individual swashbuckler, the one-man show, is passing; Gonzalo Puyat, Amado Araneta—they are a vanishing breed. Modern industry demands so many different special talents you can only be chairman to a board composed of those talents. And whereas, before, a family could raise a million and start an industry, today capital is in terms of tens of millions. You would have to invite 20 or 30 other families to join in—and the diffusion of wealth begins. It’s no longer a closed family corporation, a tayo-tayo outfit where father is the president, mother is the treasurer, and the children are the directors. You have to hire professional managers.

“This is the new development. An elite is developing which Adolf Berle calls ‘the powerful without money.’ Before, you could have power only with money. Now, you can have power without money, by becoming the professional manager of a giant corporation, not because you own stock in it but because of sheer talent. For example: McNamara of Ford, Lyn Townsend of Chrysler, Knudsen of General Motors. They are technical people who rose from the ranks to wield tremendous power without money.  The same thing, I submit, is happening in our country: the rise to power of technical talent who do not come from landed families. A classic example is Leo Virata.”

The trend is most visible in the Marcos cabinet.

“To the credit of Marcos, no other administration has given so much opportunity to the technocrats. The President has realized that to come up with a government for the 1970s he can no longer rely on the old political talent; he has to backstop his political organization with an army of technocrats. That is why he brought in management experts like Ponce Enrile, Alex Melchor, Cesar Virata, Gerry Sicat, Placido Mapa. The age of the technocrat has come.”

What this means is that technical talent is becoming a counterforce to the ruling money. If they should put up a candidate for president against the candidate of the plutocrats, the technocrats could change Philippine society without a revolution—because, says Aquino, the presidency is armed with revolutionary power. “I have always contended that the successful Philippine revolution will be a Palace coup.” A young president elected to power by the technocrats, should he wish to destroy the Establishment that opposed him, has only to use the laws that empower him to take over all public-utility and communications companies, seize their assets and equipment, recall the franchises. With one stroke he could raze the Establishment. No president has yet dared use this power of his against the plutocrats because every president has owed his position to them.

“But the elite have now realized the implications of this terrible power concentrated in the hands of the chief executive and that’s why they’re going to make their influence felt in the Constitutional Convention, to have that power diluted. This is one of the current moves of the elite.”

The senator is strongly against such a dilution of presidential powers, even if, ultimately, he is not so despairing of the elite as he may sound.

“The advantage of the money establishment in this country is its resiliency. It is not rigid, you can move it; it is not impervious to public opinion.  Look at the Church:  it is changing. The Filipino elite may not even have to respond to the challenge, because they will do the challenging. They will grab the leadership again, this opportunistic elite of ours. And they are pragmatic, they are innovators. They will lead the Revolution. They realize that, if the old system is not changed, their hard-earned money will go.”

THIS OPTIMISM may be justified. Ours is, after all an Establishment that hardly deserves the name, so barely founded is it;  and many of the plutocrats can remember the days when papa rode the buses and mama was the neighborhood usurer. Money itself upstart has no nose to turn up at upstarts, nor can “society” crystallize in a country where each change of regime brings on a crop of parvenu.

Despite the great distance, the view from the bottom is still of room at the top.  McMicking and Soriano began as accountants for the Ayalas; and Gregorio Araneta, as the Tuasons’ attorney. With the rapid attenuation of blood, today’s plutocrat, when considering an applicant, whether for manager or son-in-law, may not be so concerned to ask what family he comes from as what business school: Harvard? Wharton? Since it’s talent that counts in such schools, their Filipino graduates today are apt to be poor boys who made it aboard on fellowship or grant. If, says Senator Aquino, we spent as much effort searching for such talent to send to good schools as we spend searching for shapely girls to send to beauty contests, we would be hastening social reform.

That the rich can be scared into conscience was proved by the number of balls canceled in the wake of the riots and by the sudden swell of the Christian Social Movement, at whose meetings, one hears, Mr. Manglapus has only to shake a warning finger to get, like another Savoranola, the greatest ladies stripping off their jewels to cast at his feet. But even apocalypse may at last come to feel like something one can live with; and the latest communiqués from the front—Bantay and Cadiz and Cotabato, Expo and Customs, ballroom and fashion salon—indicate that the powerful have recovered from shock and it’s business as usual. Optimism over their voluntary reform should therefore be tempered by the thought of the Bourbons who came and went, and came back again, having learned nothing and forgotten nothing.

If one has any doubts about who rules and owns this country, one has only to consider the curious upsurge of violence by the “forces of the law,” as if the Establishment, having got over its scare, would have us remember who holds the fire power. Polcom is supposed to have reported an increase of violence but most probably didn’t say if the increase was of violence done by the people or done to the people—and included the burning of that barrio in Bantay, the massacre of those barrio officials in Tarlac. One could then go and ask on which side the police always are during labor strikes; or the PC, when peasants are being burned out of their property or being shot down in cold blood; or the courts, when the question is the defense of Establishment property. Since ours is a plutocracy, they rule the country who own it—and the police agencies are their private security guards. That’s the best index of where power resides—and how uneasily.

In Canton, an island on the river served as castle for the ruling of money, which was foreign, in the days when such enclaves in China could keep a snigger at the gate: No dogs or Chinese allowed. There were tycoon of taste in Canton and the enclave they built was beautiful—tree-shaded lanes, a splendid mall, lordly manors spaced by lawn or garden—but they didn’t know whom they were really building for. They are long gone now and, in what was their Forbes Park, Chinese workers share the houses from which, before the Revolution, money ruled.

In Havana, there are similar relics from the days of the ruling money: elegant villages, a yacht club, a polo club, exclusive beaches. Again, the tycoon, both native and foreign, of Batista days didn’t know for whom they gilt a ceiling or marbled a floor.  They couldn’t take it with them—and the people have taken over. In the stylish villages, the great houses are now clinics or colleges or rest homes for workers. The yacht club is a fishermen’s cooperative and on weekends turns into a rendezvous for proletarian boating aficionados. On the beaches once exclusive to those who had the color of money now swim every shade of sepia, every kind of black. The polo club has been turned into a boarding school for young talent and on the grounds where the jet set gamboled teenage Cubans paint, sculpt, dance, compose music, stage dramas, put on concerts—and all as wards of the State, which scouts for talent.

“For the children of this world are in their generation wiser than the children of light.”

How Lopez Won

A YEAR AGO, he was probably the most underrated among the administration’s high elective officials. Not a few considered him a political jalopy, if not electoral junk. ready to be mothballed or fit only to be jettisoned. Some well-meaningPalace advisers thought that he was too old, too weak and colorless for the rough-and-tumble, no-holds-barred political game.

Earlier, rumors had it tha President Marcos was casting about for a younger and charismatic running mate. There was Rafael Salas, the new darling of Western Visayas, and Senator Emmanuel Pelaez, the political charmer from Minadanao. Either of the two, it was argued, would make a good Vice-President and would bolster the administration’s chances for another mandate.

It seemed then that Fernando Lopez’s political stock was at its lowest ebb. A possible reason was his lackluster performance in the 1965 elections when he beat his opponent, Gerardo Roxas, by an uncomfortably slim margin of only 26,500 votes. Added to this was his celebrated friction with the President on forestry matters, which almost led to an open break.

One thing about Lopez — he is no yes man. He may not have the eloquence of a Jovito Salonga, but he has the temper of a Manuel L. Quezon and the single-mindedness of an Elpidio Quirino. When he believe he is right, he will defy anyone except, perhaps, God and his brother, Eugenio. But there’s nothing personal about Lopez’s defiance. Prove him wrong and your alternative right — and he will cooperate with you to the limit.

It is this particular trait that made Lopez vulnerable to intra-party intrigues. And the intrigues almost succeeded in splitting the Marcos-Lopez partnership. What saved it was Marcos’s sense of fairness and Lopez’s political bahala na attitude. He knew he had served the people well. Not a taint of scandal marred his name. Even his bitterest critics believed in his honesty and integrity in public service.

Long before the party convention in June, Lopez was ready to give up politics if that was will of the party. After all, unlike most politicians, public office, to him, meant a life of dedication and sacrifice. Few high elective officials in the country today can honestly say that they are, like Lopez, in politics to serve. Rare is the politician who, like Lopez, has remained a gentleman.

But if Lopez was ready to hang up his political gloves, his close friends were dead set against it. When the chips were down, they including President Marcos, rallied behind him, and the Nacionalista Party finally chose him as the vice-presidential standard-bearer. But despite the party’s unanimous choice, only a handful gave Lopez a chinaman’s chance against his youthful opponent, Genaro Magsaysay, an indefatigable campaigner and reportedly the idol of the masses. For one, Magsaysay was many things that Lopez was not – he was much younger, he was a better speaker, more energetic and charismatic than Lopez. He was full of political tricks and had in fact been campaigning for years. He had been to practically every barrio in the country. He certainly had more exposure than Lopez and, what’s more, he had the 600,000 Iglesia votes in his pocket.

In the matter of logistics, it was a tossup between the two, though many believed Lopez had the edge. Some, however, swore Magsaysay could match Lopez’s campaign fund peso for peso. During the LP convention, Magsaysay surprised everyone with his ready cash. His delegates were billeted in first-class hotels. In fact, it was bruited around that he was financially ready for a presidential contest.

But Lopez had what Magsaysay didn’t have — an efficient machine, performance, sincerity and good taste. While “Carry On” Gene overacted, Toto Nanading simply acted himself. Soon, the electorate saw through Gene’s overacting and recognized him for what he was. The Magsaysay cult lost much of its appeal and the Iglesia Ni Cristo was shown to be less potent politically than it was billed to be.

As of the last OQC count, with only about 500 precints left unreported, Magsaysay was trailing behind Lopez by almost 2,000,000 votes. If the Iglesia had not helped Magsaysay, Magsaysay would have been worse off. But what is more significant is that even if the Iglesia votes for Magsaysay were doubled, Lopez would still emerge the decisive winner.

Lopez’s victory over Magsaysay has blasted the myth of Iglesia political power. Bishop Eraño Manalo may still receive the homage of political jellyfish, but no longer will he be taken seriously by responsible politicians. What Joseph Estrada started in the local elections of San Juan, Rizal, Manalo’s own homegrounds, Lopez completed in the last national elections.

We sought out Lopez again last week for an interview. He was relaxed, smiling and, as usual, garrulous. He had just been to church and a group of well-wishers had gathered to congratulate him. It was the same Lopez we had seen three weeks before the elections. He had not chnaged. One had expected his well-earned victory to cause him to puff up a bit.

“Well, I made it,” he said rather shyly.

“What made you in, Mr. Vice-President?”

“I believe my performance. Yes, it is my performance, I think so. Gene’s public record is practically zero. And I repeat, he has no personal friends worked for me even without my knowledge. Frienship is an investment, yes. It pays dividends.”

“But Mr. Vice- President, Gene has a powerful personal friends – Bishop Manalo….”

Lopez perked up. We had never heard him so eloquent and grammatical before. On the subject of Iglesia Ni Cristo, he was the expert, the master coversationalist. he has debunked Iglesia political power, he said, adding that he did so with the help of responsible voters. The recent elections meant two things to him: first, the Iglesia political balloon was deflated and second, dedicated public service is still highly valued by the people.

The best politics, according to the Vice-President, is still good public service. A politician who wants sincerely to serve the people does not have to kowtow to any vested political group to win. All he has to do to get reelected is to discharge his duties as best he can. In the past, candidates for national office paid homage to the Iglesia to win. He has proved, he said, that the so-called solid Iglesia vote cannot frustrate the will of the intelligent electorate.

Added Lopez:

“Do you know that the Iglesia had been abusing? It wanted to have so many public postions for its members – it even wanted to dictate as to who should occupy this or that cabinet position. Not only that. It even wanted to have say on what kind of laws we are going to have. Sobra naman sila. i would rather lose than surrender to them. Ti, abi, I still won.”

But Lopez admitted that he won because of President Marcos. The President, he said, carried him in Northern Luzon and in many other areas of the country. Marcos really worked hard for him, said Lopez, and he, too, spared no effort to get the President reelected. It was a team effort — there was no double-crossing, no junking.

“You saw how I campaigned in Western Visayas. You were with me. You can testify. I campaigned mainly for the President. An that was what the President did in Ilocos. He campaigned hard for me. The votes he got in Ilocos, I got, too. In the Western Visayas, he did not get the votes I got — because, you know, for one thing, Serging’s wife is from there. But another thing. They are really matigas ang ulo. They didn’t even vote for Jose Yulo against Macapagal.

“That’s why you see, i promised not to take my oath of office if I won in Western Visayas and the President lost there. Now, I can still take my oath of office. The President won in Western Visayas. Of course, I have helped the President also. But I am not ashamed to say that he has helped me more. I do not know how I can thank the President for it.”

The Vice-President reserved his “most hearfelt gratitude” to the First Lady. “I owe a lot to her — ay, she really campaigned for me. She won a lot of votes for me. I do not know how to repay her. You know that it was the First Lady who told me to work hard because I was behind. She showed us the survey and she told us that i was not doing so well. If she did not want me to win, she would have remained silent.”

Indeed, early last July, Lopez was running a poor second to Magsaysay, though Marcos was already ahead of Osmeña, according to an administration survey. Informed of it, Mrs. Marcos called Lopez’s key leaders to Malacanang. Alfredo Montelibano, Eugenio Lopez, Jr., Undersecretary Raul Inocentes and a communications expert met with the First Lady in the music room. The First Lady gave Montelibano and Company the lowdown on the Vice-President’s chances.

It was a lonf talk – the First Lady wanted Lopez to put up his own political machinery. Though Lopez was nagging behind, the large number of uncommitted votes could turn the tide in Lopez’s favor. The First Lady wanted a Marcos-Lopez victory, not just a Marcos triumph. Mrs. Marcos pointed out to the Montelibano group where Lopez was weak and what should be done to boost the Vice-President’s campaign.

The Montelibano group immediately got in touch with the Vice-President. If Lopez was discouraged, he did not show it. After all, he had had 24 years of political experience. He was no political tyro. If another campaign organization was needed, it would be put up. At the time, the Vice-President’s brother, Eugenio, was in his U.S. residence in Seacliff, San Francisco. The Vice-President rang up his brother by overseas phone.

Eugenio Lopez, Sr., apparently gave the green light for the setting up of a campaign machine for the Veep. For in less than 30 minutes, the political mobilazation of the Lopez business empire was under way. In an hour, top communications experts, political analysts, researchers, idea men, statisticians, had been tapped for the Lopez machine.

Alfredo Montelibano, Sr., became top strategic aviser. All policies had to be cleared with him. Eugenio Lopez, Jr., was in charge of logistics. Ike Inocentes served as liaison between the Vice-President and the new political machine manned by top communications experts. Antonio Bareiro handled radio-TV while Ernesto Granada supervised the print medium.

The first thing the Lopez organization did was conduct a survey. The results showed that Lopez, although more popular than his opponenet in urban centers, was weak in many rural areas. In the overall, however, the survey showed Lopez leading Magsaysay by about 3%. However, it was noted that the uncommitted votes – 17% of the voting population – were mostly in the rural areas.

So the Lopez machine concentrated on the rural areas. The communications media came out with a lot of materials depicting Lopez as the friend of the farmer, the worker and the common man. His leaflets carried the picture of the vice-President holding up rice stalks. The Lopez machine worked to buikd up the Vice-President’s image as Marcos’s top performance man in rice production.

Meanwhile, radio and television commentators all over the country were supplied with Magsaysay’ record as a public servant. The idea was to debunk Magsaysay’s claim that he was the idol of the masses and to portray him as a demagogue with no solid achivements to his name. On the other hand, the communications experts in the Lopez’s performance as an executive and a legislator.

It was at this time that political candidates went out of their way to win the Iglesia support. Some pragmatic Lopez advisers suggested the Veep take a crack at the Iglesia votes. And he got mad, spewing yawa and sonamagun. He would not pay homage to Manalo merely to win the Iglesia support. If the sect voted for him, they were welcome, but he wouldn’t go out of his way to woo the INC.

Manalo reportedly got wind of Lopez’s reactions and he decided to teach Lopez a lesson or two in practical politics. The INC boss directed his followers to go all out for Magsaysay. Some NP congressional bets were told to junk Lopez in exchange for Iglesia suppor. Others were even asked to surrender their sample ballots, it was reported, to the Iglesia so that Lopez’s name could be replaced with Magsaysay’s.

Ateneo priests and Catholic lay leaders who heards of the Iglesia political ploy to down Lopez were scandalized and angered. They decided to band together behind Lopez. They put up two headquarters silently worked behind the scenes. They got in touch with no fewer than 30,000 Catholic leaders all over the country and pleaded with them to vote for the Marcos-Lopez team.

Other religious setc, too, didn’t like the way Manalo was wielding political power – and they, too, got into the act. Two Aglipayan bishops and one Protestant sect came out openly for Lopez. It was a silent religious-political war. The Îglesia versus the Catholics and other religious sects. In a sense, Manalo’s support of Magsaysay proved to be a kiss of death – it served to unite other religious elelments against him.

Early in October, the Lopez machine made another survey – and the result was encouraging. lopez was leading by about 400,000 votes over Magsaysay. When informed about it, Lopez could hardly believe it. But instead of being complacent, Lopez worked even harder. Working closely with the NP machine, the Lopez machine proved effective. A few of its key people were able to infiltrate the opposite camp and discover Magsaysay’s political sttrategems, some of which were below the belt.

Lopez’s technopols wanted the Veep to pay back Magsaysay in kind, but Lopez put his foot down. He did not believe that Gene would resort to foul trickery. Perhaps Gene strategists, but not Gene, said Lopez. Even when news broke that Gene allegedly tried to finance a student organization to demonstrate against the Lopez interests, the Veep still gave Gene the benefit of the doubt.

Meanwhile, the entire Lopez clan fanned out to rural areas to help Toto Nanding. Mrs. Mariquit Lopez, fondly called Inday Mariquit by her friends, campaigned with the Blue Ladies. Even Mrs. Eugenio Lopez, Sr., went to the hustings to plug for her brother-in-law. Mrs. Eugenio Lopez, Jr., too, joined Mrs. Marcos’s Blue Ladies.

All the Veep’s children, except who is abroad, campaigned for their father, Albertito usually went along with his father in Luzon. Mila also accompanied her father throughout Western Visayas. Fernando, Jr., and Bobby helped entertain political leaders in the Veep’s Iloilo mansion.

Even the sons of the Mr. Eugenio Lopez, Sr., joined their uncle’s campaign trail. Eugenio Jr., took charge of finances while Manolo and Oscar put up the Friends of Lopez Kami (FOLK) organization. Manolo, too, organized his own version of Blue Ladies and Blue Boys, with the latter composed mainly of junior executives in their 20’s.

Meanwhile, the Lopez machine suceeded in putting up an organization which reached down to the town level and, in sesitive areas, down to the precint level. All these served as nerve cells of the vast Lopez political machine. Information was sent to the Lopez coordinating center in Quezon City where it was compiled, analyzed and acted upon. A group of creative writers made up the Lopez Machine Think Tank.

Lopez expressly directed his technopols to stress the performance theme. Not once was it ever a Lopez machine for Lopez alone. It was a Marcos-Lopez team campaign all the way, though the bulk of the campaign was directed at the areas where Lopez was supposedly weak. In Cebu and Iloilo, Osmeña-Lopez groups for some mushroomed. But Lopez ordered his men to plead with these groups to disband. It was found that these groups were LPs who could not stomach Magsaysay.

In Iloilo, one NP congressional bet reportedly campaigned lukewarmly for Marcos and the congressional candidate got a tongue-lashing from the Veep in front of the many people. In Sulu, despite the advice of some Muslim leaders not to campaign for Marcos, Lopez batted for Marcos all the way. At one time, he even asked the Muslims not to vote for him if they would not vote for Marcos, too.

By the first week of November, another survey showed that Lopez was ahead by about 700,000 votes. he couldn’t believe it. He had thought he would win over Magsaysay by only about 200,000 0r 300,000 votes. But he assumed that even if the survey had mistakenly counted 500,000 votes in his favor, he would still win th balloting by a comfortable margin.

But when the votes were counted, Lopez was the most surprised of them all in many precints, even in so-called Magsaysay stronghlds, Lopez got twice more votes than Magsaysay did. Lopez bested Magsaysay even in rural areas. In about 67 provinces, Lopez lost only in Zambales and Pampanga Greater Manila went all out for Lopez. Despite the Iglesia’s support of Marcos, Lopez got almost as many voted as the President..

Lopez was in Manila Tuesday night. He slept all night in his Forbes Park residence. Early Wednesday morning, he received reports that the NP won in the Western Visayas. After a dip in the pool and a mass in the San Antonio Church, Lopez motored to Malacañang. The President was asleep and Lopez exchanged pleasantries with other top NP leaders in the Palace.

When Mrs. Marcos emerged, the Veep kissed her hand and gave her a big buss. He owed much of his recent political success to Mrs. Marcos, he openly said. He would have been happy if he had won even by only 200,000, but a margin of 2,000,000 votes was beyond his wildest dreams. He promised to work harder to merit the people’s trust.

From Malacañang, Lopez went to his office in the Bureau of Lands Building. There, he received congratulatory messages from his friends and symphatizers. When the Lopez victory trend reached irreversible proportions, Lopez thanked all his supporters for their labor. He hastened to add, however, that he had not solicited any political financiers and was, therefore, not beholden to anyone but the electorate for his political victory.

His political fund, he said, came only from his brother and relatives. As Vice-President, he continued, he had granted many favors to many businessmen, industrialists and millionaire-agriculturists. But he did not ask any favor from any of them. This was because he did not want compromise national interests with the private interests of the political financiers.

In an interview, Lopez left to President Marcos what role the Veep should play in the next four years. But if he were to have his way, he would prefer to remain the concurrent Secretary of Agriculture and Natural Resources. “I know this job very well. I don’t have to study anymore. Besides, there are still many things that I have to do here.”

Lopez obsession now is to achieve self-sufficiency in meat and fish and to conserve the antional forests. His plan is to seed the country’s lakes and rivers with bangus and carps. He also wants to increase animal breeding stations throughout the country. The Veep believes that massive reforestations is necessary, if Philippine civilization is to be preserved.

The Vice-President started his public life when then President Sergio Osmeña, Sr., appointed him mayor of Iloilo. At that time, Iloilo City was no-man’s land. Criminality was rampant; nobody was safe after six in the evening. He accepted Osmeña’s challenge to clean Iloilo on condition that he be free to resign after three months. But public service got into his blood and three months became a lifetime.

Lopez’s honesty is almost legendary. While manager of his family’s bus company, he caught the conductress cheating by five centavos. Lopez sued the girl who was sentenced to 25 days in jail. But while the girl was in jail, Lopez supported her family and got her another job after she had served her sentence. in later years, this was to be the Veep’s code of conduct.

His employees still remembered how Lopez, some years ago, fulminated at one of his political supporters who asked him to help him with his customs duties. A call to the customs disclosed that this man was one of those blacklisted by customs. Lopez shouted at him, saying: “What? You want me to help you cheat the government? “You, sonamagan, I don’t want to see you anymore.”

And when the son of another political supporter asked the Veep to get him a job in the onternal revenue bureau even without pay, Lopez reddened: “Why you want to work without pay? Because you will steal? You want me to help you so you can steal? Get out! Get out!”

Lopez is an apolitical politician. he both loves and hates politics. His father, he said, a former Iloilo governor, was assassinated. To Lopez, politics summed up all that he disliked in htis world: dishonesty, double-dealing, and back-stabbing. Paradoxically, it was the only way by which he could help so many people he has helped while a politician has sustained his political career.

The Vice-President is married to the former Mariquit Javellana by whom he has six children, Yolanda Benito, Fernando Jr., Albert, Milagros and Manuel. In addition, they have 12 proteges, now all married, whom they have informally adopted as children. Every Friday, in the Lopez mansion in LaPaz, Iloilo, is a day for the poor to whom the Lopezes distribute cash and goods.

Mr. and Mrs. Fernando Lopez are devout Catholics. Wherever Lopez goes, his first stop is the church. He makes the sign of the cross every time he goes out of the car, helicopter or plane. Both Mr. and Mrs. Lopez are music lovers; she loves to play the piano and the Hammand organ; he loves to listen to Mendelssohn or Chopin.

Many have asked him where he will go from here. Will he run for presidency? To this, he displays shock. “Please, please, don’t ask me that. Thatis farthest from my mind now. All I want to do is work to be worthy of the people’s trust. you know, I am already old.”

But when reminded of his campaign slogan, “Matigas pa ito —ang tuhod ko,” Lopez would break into loud, unrestrained, plebeian laughter that endears him to his supporters. Just the same, he entertains no questions about his political future. This is no time to talk politics, he insists.

But whether Lopez likes it or not, he has to think about his political future. by national mandate, he is now, for the third time, only a heartbeat away from the presidency. His decisive political victory in the last elections has catapulted him to the forefront of his party’s presidential possiblitis. Next to Marcos, he is the people’s choice. If he doubted that in the 1965 elections, he doesn’t doubt it now.

Besides, Lopez cannot be running for Vice-President all the time. If he chooses to continue serving the people after his third term as the No. 2 public official, he deserves, by equity of the electorate, a promotion. Who knows, with the help of God and his brother, Eugenio, the three-time Veep, once an underrated administration high official, may pull another surprise and run away with the highest position a people whom he has served long and well can give him.

It’s The Same Old Story – A New Hero’s Rise to Power On the Wave Of The People’s Will,Whose Name Is Fickleness; The Downfall Of Yesterday’s Idol Who Was Blamed For All The Country’s Ills.

It was like 1961 all over again. The play had the same ending. The lonely vigil in the Palace. Laughter and lights in the hideout of the winner. The stunned disbelief. The threats and tension. Controversy over the count. The flight of “migratory birds.” The warm embrace of the few faithful left – warm like the coming of tears.

Turn back the clock of history . . . An era was ending; a new one was about to begin. The rock of Sisyphus had rolled down – and now to begin again at the foot of the hopeless hill.

One passed by the Palace on that night of defeat and noted the stillness and the sadness, the silence drenching the park and the passersby. And the lamps, once lovely and luminous among the trees, announcing with their incandescence the gay rituals in the Palace premises, now burned dully, somberly, casting more shadows than light.

A new hero was hailed; the old one was mocked and derided. Such was the will of the people, whose name is fickleness. It seemed as if politics had been invented to punish the powerful, and the cycle of presidential elections, to confirm the loneliness of the office of the president.

Now, the same old story. . . . glory and defeat in the batting of an eye, in a dot of time – reminder to the vanquished and a warning to the victor that power passes and the contract with the electorate is good only for four years.

Let the winner never forget – no president of the Republic has eve been reelected. There was President Elpidio Quirino, then President Carlos P. Garcia, and now President Diosdado Macapagal. It is doubtful if President Manuel Roxas could have avoided their fate even if he had lived long enough to face the electorate again. Before him, President Sergio Osmeña, the greatest statesman the country has ever produced, was not spared the rebuff reserved for all re-electionist presidents.

Only President Ramon Magsaysay could have survived a reelection bid, but only because he was endowed with that rarest of gifts – political charisma. But he was phenomenon hard to come by. In the last half century only two Philippine politicians possessed this gift – Quezon and Magsaysay. They inspired not merely admiration but also adulation. Worshippers overlooked their idols’ faults, remembered only their virtues.

The political pattern of presidential rise and fall favored President Macapagal in 1961. In 1965 it was President-elect Marcos’ turn to profit from it.

The cards are always stacked against the incumbent.

The reason is not hard to find. No president, no matter how well-meaning and hard-driving, how wise and competent, is capable of solving the problems of the country in four years. So tremendous are the problems, many of them centuries-old, that four years is too short and a human president too limited to cope with them.

It is here that a president comes to grief at the hands of his own people. More than just an occupant of the loftiest post of the land, he is in the eyes of the electorate (thanks to campaign speeches and promises) the Moses who will deliver his people from bondage and want.

Every election season the them dinned into the ears of the electorate is that the presidential aspirant can do what the incumbent president did not accomplish. The companion theme is that for all the evils buffeting the country the President is to blame. Alas for President Macapagal, there were even those who blamed him for the eruption of Taal Volcano.

Thus, in every election campaign the people’s mind is conditioned to fixing responsibility for the unsolved problems of the nation on the incumbent president. They expect the in-coming president to perform miracles. The clamor for change becomes the opposition’s most resonant was cry. Every opposition party since Roxas’ Liberal Party has adopted the battle cry. It has never failed. No theme, the politicos have discovered, more effectively establishes identification with the electorate. For it echoes the popular sentiment. It was the issue that licked President Garcia, the theme that beat President Macapagal.

For all the expert analyses on the factors that swept President-elect Marcos into power, the obvious reason is a simple one, a needy people demanded a change – any change. This demand was stronger than all other factors put together in the last campaign.

Hence, the biggest most powerful vote in the country is not the Ilocano vote, the Cebuano vote, the Iglesia Ni Cristo vote, the NP or LP vote, but the protest vote, the poverty vote. There is no other way of explaining why President Macapagal lost or scored so poorly in almost all undisputed LP bailiwicks.

For as long as the country is afflicted with the ancient problems of food, housing, unemployment, high prices, law and order, so long will the protest vote be the most potent force in a presidential election.. The rising expectations, the unreasoning demand that the president solve all the country’s major problems, the predisposition to blame him for every ill, the predilection of candidates to make wild promises, the general poverty – all help create the protest vote.

Next to the protest vote – from which every opposition party has profited – the most powerful factor behind the Marcos victory was the solid Ilocano vote. It marked off the l965 election from all other presidential elections in the past.

The Ilocano vote was a tremendous political asset for Mr. Marcos, not only because the Ilocanos are clannish and numerous but also because they furnished the President-elect with a tremendous political machine to match or blunt the operations of the powerful administration one. Even more vital to the Marcos victory than the votes in Ilocandia was the national machine assembled and oiled by Ilocano immigrants in all parts of the country. The most footloose group in the country, they are in every nook of the Republic. There is no single big town in the country that doesnot harbor an Ilocano community.

Now it can be told. Mr. Marcos’ secret weapon in the last elections was not the Ilocanos in Ilocandia, but the Ilocanos out of it.

The Ilocanos away from home”, explains Jose Aspiras, Mr.Marcos’s genuine Ilocano spokesman “are more Ilocano than those in Ilocandia.”

What keeps the Ilocanos away from Ilocandia fervent Ilocanos is their minority complex, the instinct of self-preservation and constant nostalgia, said Aspiras. Always a meek minority and keenly aware of the national joke about their thriftiness (“The Scots of the Philippines”), they stay close to one another, make common cause and form a well-knit, solidly-welded community, not so much out of fondness for one another as for purposes ofself-protection.

In Ilocandia where the climate is harsh and the soil niggardly, the Ilocanos have to fight for survival. Hardship and poverty at home,said Aspiras, have made the Ilocanos away from home a self-conscious, hardy, industrious group, better-equipped than any other group to meet the challenge of life and to survive a crisis. Such hardiness and industry have paid off in their quest for a place under the sun in other provinces. In many provinces in Visayas and Mindanao, the Ilocano communities are well-off and well-heeled, some of them dominating the business fields.

It was these immigrant Ilocanos spread all over the country that provided Mr. Marcos with what the political pros regard as the most necessary election equipment – a “personal” campaign apparatus. In many places the party machine, because of factional fights, cannot be relied upon. It is here where the “personal” machine comes in.

According to the Marcos boys, the immigrant Ilocanos proved their clanish allegiance to their region and fellow-Ilocano candidate for president.

“As far as they were concerned,” said Aspiras, “it was no longer just an election fight between President Macapagal and Mr. Marcos. They regarded it also as their own personal fight which had at stake regional pride and fortune.”

They conducted their own campaigns in the towns and barrios where they resided; they got organized; they gathered information, they printed their own sample ballots; they took care of herding the voters to the polls; they raised campaign funds; they stood watchers inside the polling places. They were Mr. Marcos’ Fifth Column in Mindanao, the vaunted LP bastion.

The NP standard-bearer could not have had a more devoted, more hard-driving political machine. What made it a perfect political machine was that it was self-winding so to speak. It was a volunteer organization, fired with missionary ardor and zeal.

Next to the Ilocano vote, in Ilocandia and elsewhere, Mr. Marcos’ msot devastating election “weapon” was Mrs. Imelda Marcos whose success as a vote-getter was described by most political writers covering the NP campaign as “phenomenal.”

She managed a campaign of her own. She certainly was the most beautiful campaigner in the l965 elections. Everywhere she went she drew bigger crowds than any of the senatorial teams. On the surface, the voters wsent for her bewitching campaign tactics – her little sob stories, her glorious dresses, her tea parties, and her kundimans sung with professional style and skill.

But it was not her tear–jerkers, her dresses, her parties and kunkimans that made up her greatest contribution to the Marcos campaign. It was her remarkable defense of her husband’s questioned integrity that countred most.

NP tacticians were agreed that in the electoral battle the LP’s most lethal weapon was the integrity issue against the NP standard-bearer. At the start of the campaign some NP leaders threws their hands up and kept out of the fight because they were convinced that the integrity charges against the NP standar-bearer were simply unanswerable.

In the integrity issue the LP’s found Mr. Marcos’ softest spot. NP strategists were at their wits’ end trying to blunt the LP attack on Marcos’ personal character and record in office. It was Imelda who provided the NPs with the armor that shielded Marcos from political destruction.

And Imelda’s defense was classic in simplicity and conciseness. She offered herself as the star character witness for her husband. And her punch line was:

“They say that my husband is a forger, a murderer, a land-grabber. Look at me. Do you think I would have married this man if he was that bad? Do you think I would have stayed with him and campaigned for him if the charges were true? I should have been the first to know about the character of my husband. He is the best, the tenderest husband in the world. . .”

A beautiful woman, with the “voice of a nightingale” and the “charms of a movie queen,” as an AmericAn newsman described her, testifying in behalf of her husband, is the most effective, the most appealing star witness in the world.

That her defense was largely addressed to the emotions and, in the realm of logic and legal procedure, a little irrelevant was of no moment. A town plaza is not a courtroom. What might be an effective brief before a court of justice is a “dud” as far as the crowds are concerned. Thus, the NPs solved what they considered their biggest problem in the battle of propaganda – the integrity issue against “President-elect Marcos. It was Imelda who “de-fused” the LP propaganda bombs.

And, of course, there was the Iglesia ni Cristo vote. The fact is Mr. Marcos, despite the confident predictions of his strategists, did not get 90 per cent of all the votes in Ilocandia. But INC insiders will swear that Marcos got at least 99 per cent of all the INC votes.

The INC vote has proved to be more monolithic than the Ilocano vote. The reason is simple. The Ilocanos voted as Ilocanos devoted to a fellow-Ilocano and a “favorite son.” The Iglesia ni Cristo members voted as a religious sect, bound by a religious dogma and by church injunction to vote for INC candidates under pain of mortal sin and expulsion from the sect.

The INC makes no bones about it. Its spokesman in an official statement confirmed that the policy of the INC to vote as one man is “scripturally-supported.” The injunction is part of the INC catechism. As a religio-political organization, the Iglesia Ni Cristo has a totalitarian force.

Apart from the effects of an absolutely solid vote, variously estimated at from 300,000 to 400,000 in number, the INC, although a religious minority, increases its political sway and power by expert political horse-trading in towns and barrios. In many places, the INC’s small but solid group holds the balance of power. Where the contending candidates are evenly matched and engaged in a nip-and-tuck fight, the INC vote determines the result of the elections. Here is where the INC strategists come in. The politicos knws that the INC can deliver on its promise. That is why they go out of their way to woo the INC ministers in their districts and jump at the opportunity to make a deal with the INC. Under this setup, the INC usually winds up controlling the town or the province.

It is this situation that makes the INC even more powerful than it is thought to be. With its solid vote, it holds the sword of Damocles over the heads of politicians, big or small. It is not the number, but the monolithic character, of the Iglesia Ni Cristo that makes it a very potent and dangerous political force.

The INC knows the uses of religion for political purposes, understands Philippine politics and is aware of its political power. There’s no telling how far the INC will go to influence national elections. INC insiders are already predicting an INC president in a not so distant future. All this INC political sway is further abetted by the lack of a Catholic vote, as the last elections clearly demonstrated. Catholics vote as independent men.

Summing up, the President-elect’s victory in the last elections was made possible by the protest vote or guts issue, the Ilocano vote, the campaign charms of Imelda and the Iglesia Ni Cristo’s politico-religious vote.

Quezon and the judiciary, August 21, 1965


Quezon and the judiciary

August 21, 1965–AMONG THE HIGHLIGHTS OF Manuel L. Quezon’s life, whether as a private citizen or as a public official, was his consistent fight against injustice in any form. Nothing could provoke him to anger more than seeing a man denied his rights under the law.

As President of the Commonwealth, Quezon made it one of his first tasks to overhaul the judiciary, in order to make it, in his own words, “as perfect as humanly possible”. He had hardly warmed his seat in Malacañang when he announced that “to bulwark the fortification of an orderly and just government, it shall be my task to appoint to the everyone may feel when he appears before the courts of justice that he will be protected in his rights, and that no man in this country, from the Chief Executive to the last citizen, is above the law.”

There was no question that, at the beginning of the Commonwealth regime, the Philippine judiciary as a whole was below standard. There was so much incompentence in judicial ranks that the people were beginning to lose faith in the administration of justice. Prevalent among the masses then was the feeling that justice in this country was only for the rich and the powerful.

To begin with, the justice of the peace courts were presided over by men who should have been planting camote instead of dispensing justice. The courts of first instance had their share of antiquated and decrepit judges whose ideas, philosophy of life and sense of justice were out of tune with the times – “judges with 19th century mentality”, as Quezon called them. A good number of them were leading immoral lives, while not a few were failures in the law profession who had landed their positions solely through political pull.In fact, even the highest tribunal of the land – the Supreme Court – was then not beyond reproach. It was rumored in those days that favorable decisions of that body could be secured for a consideration through the wives or the mistresses of some of its members. True or not, this kind of task tended to undermine the people’s faith in our courts.

Quezon was awrare of the wretched state of our judicial system. So he undertook to revamp it from top to bottom, in accordance with the Commonwealth Reorganization Act.

Quezon startes with a series of pronouncements on what he expected members of the bench to be – from the lowly JP’s to the august Supreme Court justices.

“from now on, justices of the peace must be justices of the peace and nothing else”, he declared. “The time when a justice of the peace could be the tool of any person is past. Any justice of the peace who does not feel that he is sufficiently strong to declare himself independent of the whole world had better get ready to quit now, because he is liable to lose his position in a way not creditable to himself.”

Quezon stressed tha the JP courts were, in many cases, the only cogs in the judicial machinery with which the poor had any contact. And if these poor folk had no confidence in the justice of the peace of their municipality, they likewise would have no faith in the higher courts of justice, he pointed out because they did not have the means to take their cases to the courts of first instance.

Thus did Quezon exalt the humble JPs, and, in line with his desire to improve their status, he caused the National Assembly to pass a law providing that all justices of the peace should be members of the bar. All non-lawyers in the service who had good records were, however, allowed to remain until they reached the age of retirement.

Quezon exercised great care in the selection of JP’s. he took pains to go over the list of candidates with then secretary of Justice Jose Yulo and study their individual qualifications. Appointments were based principally on merit; political pressure used by an aspirant was counted against him.

This caused a furor among the assemblymen who considered the JP’s position subject to political patronage. Upon learning of the assemblymen’s attitude, Quezon called them to a caucus, reiterated his policy of no political interference in judicial appoinments, and dared the assemblymen to fight him on the matter. No one accepted the challenge.

Quezon applied a more rigid standard in the selection of new judges of first instance, justices of the then newly, created court of appeals and members of the Supreme Court. Even before his election, Quezon had pledged: “I will appoint no man to the bench without… a thorough investigation of his character and ability… and I pledge myself to do everything in my power to maintain these courts free from political and other extraneous influences and to appoint thereto only men of proven ability and integrity and of the broadcast human sympathies.”

It was not enough, Quezon emphasized, that a judge should be learned in the law. “Above all”, he said, “a judge should be incorruptible. Besides, an ideal judge should combine high technical training with vision and statesmanship. The constitutional provision which secures the tenure of our judges, designed to preserve the paramount independence of the judiciary, affords no remedy against the continuance in office of men with antiquated ideas and fossilized viewpoints inimical to the very existence of a progressive social order…. Herein lies the necessity of careful deliberation in the selection of our judges.”

In his autobiography, The Good Fight, Quezon wrote:

“I was determined not to make questionable appointments. I would drop those judges who had proved themselves unworthy in the past. Favoritism was to play no part in my selection for the bench – nor did it. My test for justice of the Supreme Court was not only integrity but also his modernity of view: Was he a man capable of interpreting the spirit of the new constitution as well as the letter of the law? Was he a jurist and not merely legalistic? I quizzed each one of the remaining Supreme Court justices in turn to ascertain whether they placed other human rights on the same level as the right of property. Those judiciary officials who used through political pull to get an appointment to the Supreme Court or to the Court of Appeals were, in my view, utterly undesirable for such post.”

Quezon’s policy of appointting to the bench only men “of the highest integrity and unquestioned moral character” was best shown in the case of an assemblyman from the South who did not run for reelection to give way to a man of Quezon’s choice. One of the solon’s friends suggested to Quezon that he appoint the former assemblyman judge of first instance.

Quezon flared up at the suggestion.

“That fellow is the last man on earth I will appoint to the bench!” Quezon exclaimed heatedly. “He is immoral and an inveterate gambler.”

Illustrative of Quezon’s abhorrence of political and other extraneous influences in matters affecting the judiciary was the case of a judge of first instance. This judge was one of the oldest members of the bench in point of service, so Quezon promoted him to preside over one of the branches of the court in Manila. While the appoinment was pending confirmation by the Commission on Appointments, however, the secretary of justice received information “harmful” to the judge. The secretary thereupon informed Quezon who ordered him to investigate the charges.

While the investigation was going on, Quezon was approached by a very close friend and compadre of his, a Chinese millionaire, on behalf of the judge. The Chinese businessman, it turned out, had previously won a case in the sala of the judge.

Instead of having the case quashed, Quezon immediately ordered the secretary not to proceed further with investigation – because, according to him, “regardless of the merits of the complaint, there is sufficient cause for the Chief Executive to consider him (the appointee) unworthy of the position of judge by mere fact that in order to keep himself in his present position, he has appealed to the said Chinese merchant to intervene on his behalf”. At the same time, Quezon wrote the Commission on Appointments to allow him to withdraw the Judge’s nomination.

“Officials of the Philippine government”, Quezon said, “must be made to realize that whenever they are involved in a case, they should assert their rights through the methods recognized by law – never through outside influence. In the case of a judge, this is much more important. A judge should never place himself in a compromising situation. The dignity of his office, no less than the independence of the judiciary, is involved.”

A subsequent explanation from the judge that the intervention of the Chinese businessman was done without his knowledge failed to move Quezon. The judge was booted out of the service.

There was also the case of another judge, a brother of one of the highest Commonwealth officials and a life-long friend of Quezon himself. In all the 20 years that he had been in the judiciary, his honesty and integrity were never questioned. Because of a “slip” of his in-laws, however, his otherwise brilliant career came to an inglorious end.

This judge was charged with receiving lavish gifts, in cash and kind, from one of the litigants in his court. It was proved in the investigation that the “gifts” had indeed been given, but it was also proved that they were solicited and received by the judge’s father-in-law – without the former’s knowledge, much less consent. That argument did not, however, save the judge. Once again, Quezon reiterated his dictum that public officials, like Caesar’s wife, must be not only pure but also above suspicion.

The judge was dismissed.

On a petition for reconsideration two years later, however, Quezon amended the order of dismissal and allowed the judge to resign, “considering that said judge had suffered morally by his involuntary separation from the service during the last two years, and that by such separation the public interest had now been duly served”.

It’s no wonder then that during the Quezon era, the people had faith in our courts of justice: they knew that incompetent and corrupt judges had no place in the administration. We who were privilege to witness the events of that “golden era” remember how the people respected their judges. It was because they comported themselves – they had to – with dignity and decorum. Indeed, the Commonwealth judges were the cream of our luminaries, many of whom later served in our highest tribunal with honor and distinction.

The Week the Free Press Said Goodbye

The January 3, 1942, issue marked the end of a world, the close of an era: never again would the country recapture the peace and the relative innocence of the 1930s, and the war would spawn changes more enduring than physical ruins.  

December 12, 1964—ACROSS the bay, in the late afternoon sun, a black cloud hung over Manila: smoke from burning oil dumps in Pandacan. The crowd gathered about the wooden platform erected near the mouth of Malinta Tunnel could hear the explosions rolling across the graying water from Cavite and Nielson Field, as demolition squads, the tail end of a retreating army, set fire to ammunition stores that could not be transported to Bataan. There were about a hundred and fifty of them gathered about the platform, soldiers and marines and a few civilian officials, a quiet, subdued group, without the easy bravado that they wore so well in the earlier days of that disastrous month, their eyes straying from the ceremony before them to watch for the approach of bombers. For now the skies belonged to the enemy, and so did a large portion of the land.

But the words they heard as the day dimmed across the country spoke of hope, pride, courage, and, incongruous as it might have seemed then, of victory. It was the second inaugural of President Quezon and Vice-President Osmeña, who had swept the elections that previous November. There were no cheering throngs, as in 1935; no parades except for ragged processions of USAFFE troops withdrawing into Bataan; and in the place of brass bands, an American nurse played a faltering “Hail to the Chief” on an accordion. Quezon and Osmeña were inducted into office by Chief Justice Jose Abad Santos, there was a ripple of applause, and then the President began to speak, haggard in his wheelchair but his voice strong and youthful with the old eloquence.

It was Tuesday, December 30, 1941—and it is a measure of how far the nation has traveled since then that the words should reach us now with a hollow, ancient, stilted echo, the faith they expressed remote and almost unrecognizable.

“At the present time we have but one task—fight with America for America and the Philippines,” Quezon said. “Ours is a great cause. We are fighting for human liberty and justice, for those principles of individual freedom which we all cherish and without which life would not be worth living….The war may be long-drawn and hard-fought, but with the determination of freedom-loving people everywhere to stamp out the rule of violence and terrorism from the face of the earth, I am absolutely convinced that final and complete victory will be ours.” He had been feeling dejected for days; the rumored convoy from San Francisco had failed to arrive, and he was considering, it was later said, some sort of accommodation with Japan that might take the Philippines out of the war. But he had reason that afternoon for optimism: he had just received from President Roosevelt a radiogram assuring the Filipino people that “their freedom will be redeemed, and their independence established and protected” and that the “entire resources of the United States stand behind that pledge.”

Quezon read Roosevelt’s message to his Corregidor audience, adding: “My heart, and I know, the hearts of all Americans and Filipinos in this country are filled with gratitude for the reassuring words of the President of the United States. My answer, our answer to him, is that every man, woman and child in the Philippines will do his duty. No matter what sufferings this war may impose upon us, we shall stand by America with undaunted spirit, for we know that upon the outcome of this war depend the happiness, liberty and security not only of this generation, but of the generations yet unborn….” Replying, US High Commissioner Frances B. Sayre expressed “America’s gratitude and pride for the loyalty, devotion, the gallantry, with which the Filipino people have entered this great struggle by America’s side.” General MacArthur’s brief remarks brought the ceremony to a close: “For 400 years the Philippines has struggled toward self-government. On the threshold of independence came the great hour of decision. There was no hesitation, no moment of doubt. The whole country followed its great leader in choosing the side of freedom against the side of slavery….This basic and fundamental issue will be fought through to victory….”

At the command post of Brig. Gen. Albert Jones in Plaridel, Bulacan, the men had neither the time nor the inclination for such lofty rhetoric. Officers chain-smoked over maps; dispatch riders came and went on motorcycles; truck convoys rumbled by in a storm of dust, headed south for Calumpit. Formerly commander of the Southern Luzon Force, Jones had been ordered north of Manila to delay Homma’s advance across the central plains and cover the last stages of the USAFFE withdrawal over the Calumpit Bridge.

Earlier in the day, a Japanese tank-infantry force had reached Baliuag, some five miles north of Jones’s command post. As a result of some mix-up in command, Wainwright’s 71st division, which was supposed to hold the town, had retreated to Bataan. Jones knew he had to push the Japanese back from Baliuag, to keep Calumpit Bridge open at least until New Year’s Eve and save the general withdrawal from total disaster. For the crucial job he had only ten tanks and half-a-dozen 75 mm. self-propelled guns.

After a covering barrage the tanks, commanded by Lt. Col. William Gentry, smashed into Baliuag and knocked out eight of their armored adversaries. As Gentry pulled out of the burning town, the 75’s again opened up, routing what remained of the Japanese force. The successful counterthrust gave Jones the respite he needed; a deadline, on which depended thousands of lives, would be met; and the bridge at Calumpit would not be blown up until after 5:00 a.m. on New Year’s Day, when, with the last of his rear guard, he crossed the Pampanga River and headed west for Bataan.

In Manila, in a building facing Mori’s Bicycle Store on Rizal Avenue, on the day of the inaugural rites on Corregidor and the tank battle in Bulacan, another group of men were also engaged in a concerted effort to beat a deadline, to finish a job before the enemy arrived.

On the third floor of the Free Press building—the editorial offices of the magazine since 1922 and its third home since 1908—Mr. Dick’s staffers were working with a sort of controlled frenzy on the last sections of the FP’s “Farewell Issue.” Outside the sun shone palely through the smoke rising from the piers, and on the Avenida, only an occasional streetcar passed, or a gang of looters, or a truck loaded with evacuees; and in the office there was the sense of an entire world ending, the knowledge that the Japanese were not far from the city, but also there was the conviction somehow that help from America was on the way: America had lost the first round but it was the next one that counted, and the war would soon be over, in three months at the most. Meanwhile, Mr. Dick spoke uneasily of what had happened in Nanking, T.M. Locsin was worried about the safety of his treasured books, and Filemon Tutay announced that he had hidden a revolver—“just in case”—in a sack of rice. Was it true that fifth-columnists had poisoned the water supply? Was it safer to stay in Manila than in the provinces? No one, it seemed, knew the right answers; the present was a dreadful question mark, but by next summer, almost everyone felt sure, they would be back at their desks.

The Japanese took over the Free Press building as enemy property, confiscated magazine files and carted away most of the office equipment; liberation, ironically, destroyed what the Japanese spared, reducing the building to a gutted hulk. Mr. Dick spent the war years as an internee, first in Fort Santiago and later in a hospital. During the first months of the occupation, Mr. Dick’s men used to meet at office manager Floro A. Santos’s home in San Juan; but the group broke up finally as the war dragged on and each man went his own way: one worked as a bartender, another drew portraits for a living, a number joined the resistance. The Free Press was not to resume publication until February 23, 1946; but scarcely anyone on the staff during those last days of 1941 doubted that the Free Press would be back in the streets before the end of the coming year.

The Free Press printed only about 15,000 copies of its 24-page “Farewell Issue” for distribution in Manila. Dated Saturday, January 3, 1942, the magazine was being sold in the streets on the afternoon of Thursday, New Year’s Day, even as the Japanese entered the city from the north and south. One of those who bought copies was F.L. Pimentel, who lived then in Pasay City. For the last 22 years Pimentel kept his copy, but recently decided to “donate it to the Free Press.” In a letter to the FP editor, Pimentel recalls that he “bought it from a newsboy at the intersection of Taft Avenue and San Andres Street early on the morning of January 2nd. I rushed back to my house on Taft Ave. Extension, afraid that the Japs, who were said to be in Baclaran already, might catch me with it….I have since moved my residence a number of times—from Pasay to Sta. Cruz, Manila, then to San Miguel and later to Sta. Ana and finally to San Miguel Village, in Makati; but I brought my copy of the “Farewell Issue” with me wherever I moved. During the war and in the years since then, I have lost valuable things, but not this issue of the Free Press. I just can’t throw it away, after keeping it for so long….”

Pimentel’s copy looks its age: faded, torn in places, stained by decay, and half of the back cover missing, but otherwise intact, legible, a repository, as it were, of the heartbreaking gallantry, the pride and glory and also the fear and the chilling uncertainty of that distant time. The issue marked the end of a world, the close of an era: never again would the country recapture the peace and the relative innocence of the 1930s, and the war would spawn changes more enduring than physical ruins. To read it now is to marvel at those changes of spirit and attitude, sentiment and feeling the nation has undergone since 1941—more than half a century ago, more than enough time for two generations to be born and grow into adulthood and learn of that period of history only from books and old newsreels, as strange and unreal now in the age of the supersonic jet and the space-shuttle countdown as Verdun and the Treaty of Versailles must have been to the youth who went to war the year the Free Press said goodbye. How easy it seems today under the new nationalism to scoff at the brave slogans of those days; to pretend, even, that they never were, and that we had always been masters of our destiny—a comforting illusion but a denial of history. A nation builds on its memories, grows up and away from them; and whatever we have lost or gained as a people must be measured against what we once were.

The “Farewell Issue” of the Free Press carried on the inside front cover, under the legend “help is surely coming,” this message from the High Commissioner’s Office:

“This is the time when the courage of all the people of these islands, whatever their nationality, is being put to test. We are being afforded a rare opportunity to show stuff of which we are made.

“Anyone who has been in Manila since the outbreak of the war must be convinced that we can take it as well as the people of London, of Moscow, or of Chungking. We have all been thrilled as we read of the valor of the troops that are defending us. Let us continue to show the same courage as the boys at the front….

“Help is surely coming—help of such adequacy and power that the invader will be driven from our midst, and he will be rendered powerless ever to threaten us again. Obviously we are all hungry for news but details cannot be disclosed. It is part of our duty not to demand details, but to have an abiding faith that help is on its way….”

The editorial cartoon on the first page, entitled “Heroes All,” showed Uncle Sam telling an American soldier and his Filipino comrade-in-arms, “Boys, America is proud of you!” The text was unabashedly inspirational. “To the thousands and tens of thousands of Filipinos and Americans out there on the front lines America takes off its hat. America is thrilled by their gallant defense, by their heroic stand against tremendous odds, by their stirring feats of valor.

“Here in Manila we may think we are suffering or have been suffering, but we know nothing of the thirst, the hunger, the utter exhaustion, the weariness unto death of the men out there at the front….Stories innumerable of their fearlessness, their fortitude are pouring into Manila. No sacrifice seems too great for them, there is no hazard that they will not dare.

“Among all of them—the Filipinos—there is the consciousness that they are fighting for their homes, their loved ones, their native land. For them they are ready to lay down their lives, and gladly.

“Lacking such inspiration, the Americans, as the world everywhere has come to expect of them, fight not one whit less courageously. Over them flies their beloved flag, proud symbol of ‘the land of the free and the home of the brave,’ and they think of what the folks back home are saying of them.

“No wonder America, yes, and free men everywhere, are thrilled. For these our men, Filipinos and Americans, Americans and Filipinos, out there in the bloody field are writing a dateless page not only in the Philippines but in world history. Heroes All.”

The Free Press reprinted the cartoon editorial in its first issue after the war.

The next seven pages traced the daily progress of the war, from Monday, December 23, when “a huge enemy fleet estimated at 80 transports” was sighted off Lingayen Gulf, to Sunday, December 29, when “Manila was again bombed by Japanese planes and once more, the ships lying in the Pasig River, still there despite the fact that they drew Japanese fire yesterday, were largely responsible for attacks on the open city.

“Beginning at about 11:45 a.m., Japanese bombers carried out an unceasing attack along the Pasig River, with most of the bombs falling on civilian property. The raid lasted until approximately 1:10 p.m. casualties were light since most of Intramuros had been evacuated. However, the bombers inflicted heavy damage. Letran College and the dmhm plant burned down. The Intendencia building was again on fire. Most of the buildings near Letran College and Santo Domingo Church were wiped out by fire. The Naric [warehouse] on the south side of the Pasig went up in flames….”

According to Usaffe headquarters, “the fighting was desultory in the north but very heavy in the south.” The Japanese had reinforced their troops in the north as well as in the Atimonan area, and “continued to advance slowly.” There was “heavy enemy air activity” throughout the country. The British were retreating in Hong Kong and Malaya, but were on the offensive in Libya; the Nazis were suffering “serious reverses” in Russia. In Washington “as well as throughout the [United States], people were horrified by the continued bombing of Manila—an open city.”

The last Usaffe communiqué received and printed by the Free Press was issued at 8:03 a.m. of New Year’s Day: “In order to prevent the enemy’s infiltration from the east from separating our northern and southern forces, the Southern Luzon Force for several days has been moving north and has now successfully completed junction with the North Luzon Force.

“This movement will uncover the free city of Manila which, because of the previous evacuation of our forces, has no longer any practical military value. The entrance to Manila Bay is completely covered by our forces, and its use is hereby denied the enemy.”

The regular editorial page urged President Quezon “to take a day or two off and visit the firing line and sit down with the boys, those young heroes who are fighting like lions…..What an electrifying effect such a visit would have! For days the boys would be talking about it. How they would be nerved to greater feats, to still greater heroism!” Another editorial stressed that the government “keep the people informed of the war situation” to offset the “insidious work of fifth-columnists who are spreading rumors of the wildest nature to terrify and demoralize the populace.” A third editorial noted that “the most encouraging sign in the heroic struggle being waged today is the eagerness of the boys who have been relieved from the front for a day or two, many of them with wounds, to go back to the fighting.” The same page carried a reprint of an editorial from the December 31 issue of the Philippine Herald:

“Japan is racing with time. That is why she has tried to employ Germany’s blitzkrieg tactics in the campaign against Hawaii, Midway, Wake, Guam, the Philippines, Hong Kong, Malaya, hoping thereby to get a firm hold in these regions before American help arrives….

“Our job in the Philippines therefore is to hold the enemy until help from America reaches us. We have held our lines for 23 days, and gained that much time for America to recognize her power for a telling blow against the enemy….”

Staff writer Locsin wrote his impressions of that final week, with a kind of philosophical detachment: “The war has blacked out everything in our lives but a few essentials—books as in my case, the instruments of my craft. A man has few needs, really. Peace multiplies them and gives the superfluous the urgency of the necessary. We confuse indulgence with need. The war leaves man with only the bare wish to survive with honor, the obligation to do one’s work as well as ever, without deterioration, and a new humility….

“The war reveals the parasite, the nonessential man self-confessed. He who does not produce is regarded, with suddenly clear eyes, as an enemy. In peacetime he occupies an honorable position, being then only a thief who is allowed to live on what his neighbors make.

“The war leaves only human values and human worth. It either shows a man or shows him up. Out of this new revelation may yet come a new society—a true society—a society of men.”

The Japanese bombed the city on December 24: “I was in the Wilson building and I had a ringside seat. We saw the bombers—there were nine of them, in perfect formation—gleaming in the sun….There were three strong explosions and the building shook. I crouched against a wall, changed my mind and ran to the window. I saw the bombs flower—as young Mussolini so prettily put it—in Port Area….

On December 28, “the city authorities lifted the blackout order. The city is now open night and day. The people may keep their lights shining. Few did.

“I have just gone out of the house for a breath of fresh air. I saw two or three lighted windows. The rest along the street were dark. Intramuros, however, burning on my left, made up for them.

“The city is lighted up, all right.

“Seven days a week. Three weeks now. Twenty-one days. More coming up!”

An unsigned article, illustrated with a pen-and-ink portrait of fighter pilot Jesus Villamor, paid tribute to “those who fight in the air.” They introduced a new element into the “mechanical, collective murder that is modern war…the personal element of individual skill and initiative….And when they died, they died—not as their comrades on the ground did, in the mud, but amid the stars….

“What do these men of the air, men such as Capt. Jesus Villamor, take with them when they go up, usually outnumbered, to meet the enemy? One likes to think that they take with them the loftiest sentiments of which they, with their unclipped wings, are such stirring symbols. And certainly, in the lull between battles, they must think often and long of the rights and obligations of free men…those ideals that fall so smugly from the lips of our orators.”

The advertisements—the few that found space in the issue—also offered their own commentary on the times. “Uncle Sam has never let you down,” declared an ad of the San Juan Heights Co., J.L. Myers, general manager. “you can be absolutely sure of that! The San Juan Heights Co. wishes to reassure its purchasers that their interests will be protected….Records of purchases are in Uncle Sam’s hands in New York City vaults and he is pledged to protect them. we wish you a new year as happy and prosperous as possible.” The monthly first-prize winners of La Estrella del Norte’s silhouette contest, held from July 1 to December 20, 1941, revealed in their entries the favorite idols of the time: Uncle Sam, Joe Dimaggio, Simon La O, the Ateneo basketball star. Yco offered camouflage paints “to make your factory or building blend with its surroundings,” and presumably save them from enemy bombs.

The last four pages contained “Sidelights on the War.” The lead item reported the death of Buenaventura Bello, president of the Northern Colleges of Vigan, Ilocos Sur, who was shot by the Japanese when he refused to remove the American flag draped on the wall of his home. Two of his sons, noted the Free Press, were serving the Usaffe. There was an account of the Japanese landing at Mauban, Quezon, by Sgt. Regulo Lippago of Abra: “We waited until they were 70 yards and then we let go. We mowed down the first wave, but as the succeeding ones came on and stretched the battle line around the bay we had to retreat. During a two-day period, we halted the enemy four times, twice in the daytime, and twice at night.” As the Japanese approached a town in Tayabas, the mayor ordered his people to evacuate orderly; while the evacuation went on, the mayor continued working “as usual”; he was the last to leave the town. “We were not robbed,” the evacuees told each other, “when we elected this man.” Another town mayor, Nicomedes Suller of San Manuel, Pangasinan, led civilians against a Japanese tank. He was killed, but not before he had clambered up the tank and emptied his revolver into its occupants. “He, too, justified his election.” According to a report from Baguio, “the Igorots know the [United States] is at war with Japan and that all Filipinos are under the solemn obligation to fight the invader side by side with the Americans. Because they are Filipinos, too, the Igorots have armed themselves and are out looking for the enemy to put him out of business.” American bombers attacked Japanese transports in Davao Gulf, sinking one. A number of Japanese planes were shot down over Corregidor. While the fighting raged in Pangasinan, farmers went about their harvesting—“a banner crop this year.” There were more accounts of the “indomitable spirit and courage of our men” in the Lingayen area—a trooper was wounded when he tried to open the hatch of an enemy tank, a company commander routed single-handedly a 30-man Japanese patrol. Thousands of civilians had returned to Manila from evacuation sites in Laguna and Rizal after learning the capital had been declared an open city. Manila Mayor Juan Nolasco appealed to all citizens to “remain calm during the present emergency….”

The last page bore, in boldface, a quotation from US High Commissioner Sayre: “Death is preferable to slavery.”

The back cover appealed to all and sundry to “stop stampeding! don’t get panicky! keep your chin up! show the world we can take it!”

And then, from the direction of Grace Park, Maj. Gen. Koichi Abe marched down Rizal Avenue at the head of three battalions of his 48th Division.

It was four months before the fall of Bataan and the men dying on the road to Capas, five months before the surrender of Corregidor; three years before Leyte, and four before the liberation of Manila and the death of the old city; and two confused crowded decades before Filipino First, the Twelfth of June and Maphilindo. The war ended long ago—“a war not of our own making,” some would remind us now—and we have traveled an almost immeasurable distance since the first bombs fell on Cavite and Nichols Field.

How vast the difference between the country then and now—more than time separates us from the “Keep ’em Flying” posters and “God Bless America,” the soldiers in denim and pith helmets riding off to the front in commandeered buses, and Manila waiting for the drone of planes in the blackout. We have since grown in nationalistic age and wisdom, and the suave slogans and the simple loyalties of that era are perhaps best forgotten, together with the ugliness, the terror. But certainly some memories from 1941 are worth cherishing: the country was still young and unmaimed in spirit, patriotism was not an uncommon virtue, and men believed enough in a way of life to fight for it with courage and honor.

Quezon and Osmeña

From a former Free Press associate editor come these recollections of two Philippine presidents.

December 15, 1962—SERGIO Osmeña’s long life was filled with many great services to his country, but none of them surpassed his voluntary relinquency of the presidency of the Philippines in the fall of the war year of 1943. That office was the goal of his political life. He undoubtedly wanted it more than anything else. But he gave up the presidency to which he was legally entitled. If history records a similar example of self-abnegation in any nation in the world, it has escaped my attention.

Perhaps the closest parallel in American history is to be found in the case of William Tecumseh, a Civil War general who was asked to run for the presidency. Because of his tremendous personal popularity, a move was started to draft him for the post. In terms of utter finality, General Sherman said, “If nominated, I will not run. If elected, I will not serve.”

But Osmeña went even farther. He gave up the presidency after having been, in effect, elected to it. He signed away his right to the chief magistracy, when all he had to do was remain silent and the mantle of power would have fallen to him. He gave up what was rightfully his, in the interest of Philippine unity during time of war.

The story really began when the Philippine Constitution was drawn up. Although neither Manuel Quezon nor Sergio Osmeña was a delegate to the constitutional convention, they agreed with a charter provision limiting the presidential tenure to one term of six years. Quezon was elected president, Osmeña vice-president. They assumed office on November 15, 1935, the day on which the Commonwealth of the Philippines was officially proclaimed.

I covered the constitutional convention for the Free Press, and attended many of its sessions. It was always my opinion, although I could never prove it, that Governor-General Frank Murphy, who later became a justice on the US Supreme Court, planted the seed of the single six-year term. He also was responsible for the unicameral legislature that was written into the Philippine Constitution—and abandoned shortly after he left the Philippines.

It didn’t take much longer for opposition to mount against the single six-year term for president. There was a general feeling that it would be a mistake to rob the Philippines of the service of President Quezon, its most distinguished son and most gifted political leader. If the constitutional provision were carried out, politicians argued, it would be impossible for Quezon to be president when the Philippines achieved independence on July 4, 1946. So powerful was Quezon’s hold on his people that Independence Day without Quezon as president would have been like a wedding ceremony without a bridegroom.

So the Constitution was changed, to fix the term of president at four years and to prevent anyone from holding the office for more than eight consecutive years. It was generally understood that Quezon and Osmeña would be reelected for four-year terms in 1941. Quezon’s eight consecutive years would be up on November 15, 1943. he would step aside on that date and Osmeña would be president for two years. Then Quezon could be reelected in the 1945 elections, and he would be president when Independence Day arrived on July 4, 1946.

Things didn’t work out that way. The Quezon-Osmeña team was reelected in November, 1941, but the votes had hardly been counted before the Philippines was at war with Japan. President Quezon and Vice-President Osmeña went to Corregidor with General Douglas MacArthur, and early in 1942 made their way to Washington to establish a Philippine government in exile.

By the summer of 1943 it became evident that the Philippine presidential issue would have to be resolved. Japanese propaganda broadcasts were proclaiming that Quezon had been forced to go to the United States, and was in fact being held in Washington against his will. If Osmeña should become president, as would happen unless the constitutional limitation on the presidential term were changed, the Japanese would claim Quezon had been stripped of authority by his alleged friends, the Americans. Of course, the Japanese propaganda mills would also work the other way. If Osmeña did not become president, Radio Tokyo would say the Philippine Constitution had been altered at the behest of the US government.

A few days before the November 15, 1943, deadline, the US Congress passed a bill providing Quezon would remain president and Osmeña vice-president until their terms ended in 1945. Congressional authority to act in the matter was based on American sovereignty in the Philippines, which would run until 1946. However, such a distinguished authority as George A. Malcolm, long-time member of the Philippine Supreme Court, described the congressional action as “constitutionally indefensible” in his book, First Malayan Republic.

The bill to keep Quezon in the presidency passed the Senate unanimously, but 150 members of the House of Representatives voted against it, largely because they were opposed to allowing any president to serve more than eight years and they hoped, somehow, to stave off the bid for a fourth term that President Roosevelt was obviously going to make in 1944.

Just how was this critical decision in Philippine history made? I heard the entire story from the lips of the two major participants, Quezon and Osmeña, in Washington late in November, 1943. I had just been appointed Chief of the US Office of War Information in the Southwest Pacific, and was on my way to join General MacArthur’s headquarters in Australia. I made courtesy calls on both the President and the Vice-President. A verbatim copy of the notes I made after those conferences appears with this article. I believe it is fitting to retell this important chapter of Philippine history in the exact words that I used after talking with the two principal participants nearly 20 years ago.

Notes on a talk with Vice-President Osmeña at the Twenty-Four Hundred Hotel in Washington, Saturday, November 27, 1943

I called on Vice-President Osmeña in his hotel suite and opened the conversation by telling him what I thought the Filipinos in Washington deserved to be congratulated for having so amicably disposed of their differences. I said that unity seemed to me to be essential, and I realized that he had made unity possible by his action in the matter of presidential succession.

“I asked him to let me know exactly what he wanted to do in this case,” said Osmeña. “I said I would study the matter and that if I could conscientiously agree with him, it would be the best for all of us if we presented a unified front.

“Well, Mr. Quezon said that he didn’t believe the Constitution was applicable to our government, since it was no longer operative in the Philippines. I told him that id dint agree with the interpretation, since everything we had done was under the Constitution. We were, in fact, spending the people’s money because of the authority of the Constitution, and I could not agree that ours was merely an interim government. I thought it was the legitimate government of the Philippines. But I said that we could easily refer the matter to the department of the interior, the state department or the attorney general’s office.

“After I was out of the hospital we talked about the matter again and President Quezon said that he felt that President Roosevelt should intervene and use his emergency powers to settle the question of succession. He had apparently consulted some lawyers because he quoted Civil War precedents under President Lincoln.”

As I remember it, Osmeña did not agree with the interpretation of law either. At all events, many times during the conversation he made it clear that he always felt that Congress should act in the matter, since Congress alone had authority to alter the Tydings-McDuffie law. He also said that the attorney-general had given an opinion to the effect that President Roosevelt could not extend President Roosevelt’s term of office.

Mr. Osmeña then told me of a long conversation he had with Secretary of War Stimson. “Since the restoration of our government depended upon the United States military power,” Osmeña said, “I wanted to find out what the responsible American officials thought about it. Stimson kept me in his office for about an hour and a half. There were a lot of generals and chiefs of staff waiting to see him, but when I tried to break away he told me to stay. I told him I didn’t want to be responsible for losing a battle, and he laughed.

“Stimson painted a very compelling picture of the entire war, starting with Pearl Harbor. He told me that one great aim of the United States was to recapture the Philippines and give the Filipinos their real independence. I told him I was glad to hear that pledge repeated, although of course it had been made many times and I had never doubted it. He said that in defeating Japan the United States needed the help of the Filipinos, all of them, and that he hoped President Quezon and I would be able to help, and not only one of us, as would happen if Quezon should be replaced as president by me. I told him that I was anxious for unity too, but I asked him now, assuming that I agreed that Mr. Quezon was to remain as president, it could be done. I told him there were certain legal obstacles to be considered. He said that wasn’t in his province, and that the method of settling the issue would have to be left to the legalists, but he made it very clear that he wanted both Mr. Quezon and myself to continue in our offices as a war measure.”

At a later point in the conversation, Osmeña, referring back to this conversation, said Stimson had said that two men were essential in the reconquest of the Philippines—MacArthur and Quezon.

Osmeña then referred to the letter that Quezon had written President Roosevelt asking that he be kept in office. He asked me if I were acquainted with it, and I said yes. “One day,” said Osmeña, “Quezon called me over to the Shoreham and said, ‘Well, they’re going to throw me out in the street.’ I could see he was depressed so I asked him what made him say that. He had sent me a copy of the letter, as a matter of courtesy, but had not asked me to comment on it, so I had said nothing. If he had asked for my advice, however, I should have told him not to send the letter, as its arguments were very weak. ‘I sent a letter to the White House two weeks ago,’ he said, ‘and they haven’t even acknowledged it. They want to get rid of me.’ Well, I knew that Mr. Quezon had come out of the Philippines against his best judgment, because he was sick, but I assured him no one was trying to get rid of him. To make him feel better, I said I had tried to get an appointment with President Roosevelt but hadn’t received an answer. I said the President was very busy. I also said that I had no intention of throwing Mr. Quezon out. I told him that I had long since told mutual friends that if I should become president I would make Mr. Quezon head of a council of state and would ask him to stay in the Shoreham and retain all the perquisites of his present office. I didn’t want to move in that big hotel suite. This place is fine for me.”

The vital question, it seemed, was one of procedure. Although Osmeña apparently at no time gave his outright consent to a blanket plan of letting Quezon stay in office, he was willing to discuss any method by which it could be done. Finally, he said, he talked to Judge Sam Rosenman, presidential aide, who was handling the case for the White House. “Judge Rosenman wanted us to petition Congress to act,” Osmeña said. “I told him that if that was a request of President Roosevelt’s, of course, I would comply. A little later he called me up and said his office had drafted a letter that he was sure I would be satisfied with, and that he wanted Mr. Quezon and me to sign it. He said President Quezon had the copy. I went to Shoreham and Mr. Quezon read me the letter. But it wasn’t the one I had expected, that is one from the President asking us to take the question to Congress. Rather it was just a letter from the two of us asking Congress to act. I told Mr. Quezon I couldn’t sign it. He said he had already committed himself. I said I was sorry, but I couldn’t sign it. So he called a meeting of the Cabinet.

“He spoke to us at some length, lying there in his bed, about the whole question, and then asked for our opinions. He asked me if I wanted to be heard and I presented my side of the question. Then he said he wanted the opinion of his Cabinet members. First he called on [Jaime] Hernandez, who as auditor-general would remain in the Cabinet by law, whether I took office or not. Hernandez spoke in a very low voice for a minute or two then said, ‘This is a very vital matter, and I would like a little time to think it over.’ Then Mr. Quezon said, ‘Well, I see the Cabinet is divided. In that case, my decision is made. I have rented a home in California and I shall leave here on November 14. Mr. Osmeña will become president on the 15th. This is the final Cabinet meeting. It’s good-bye to all of you.’ They all walked out and I went to the elevator with them. Then I returned to the President’s bedroom and told him I wanted to think things over and I would see him in the morning. I thought he might change his mind. But when I saw him the next morning, he was as determined as ever.

“‘I’m disgusted with it all, and I’ll have no more to do with it,’ Mr. Quezon said.

“‘Does that stop me from settling the case?’ I asked him.

“‘No, you can go ahead and do what you like,’ he said.

“‘All right, I said, ‘but I want one promise from you. I want you to let me handle it entirely alone. Please don’t call up anyone or do anything about it.’

“‘I’ll promise that,’ Mr. Quezon said. ‘You can do anything you like. I’ll have no more to do with it.’

“Then I said that since the White House had refused to intervene, I intended to take the matter up with Senator [Millard W.] Tydings. I outlined three possible courses of action.”

I’m not sure now what one of these three courses was. One was for Congress to suspend the running of all terms of office of all Philippine officials, the terms to recommence running one month after the retaking of the Philippines. The last was to extend the present terms of office, or rather to keep Quezon and Osmeña in their present positions.

Osmeña also said that when he could not get a letter from President Roosevelt requesting him to submit the matter to Congress, he would have been satisfied with a similar letter from the secretary of war. Apparently, however, he failed to get such a letter, or perhaps he didn’t try for one.

At all events, he talked at great length of Tydings, who said that of his three plans, only the final one could be pushed through Congress, and then only if he and President Quezon would sign the request for it. So he asked Tydings to help on the draft, they revised it, and then Osmeña took it to the Cabinet. After a few changes, the Cabinet approved it, all of them initialed it, and he took it to President Quezon, who promptly agreed to sign it.

Then it went to Congress, and the Senate passed it unanimously, but there were more than 150 votes against it in the Lower House after a particularly hot debate. Osmeña could undoubtedly have killed the bill in the Lower House had he expressed any disapproval of it.

It should be added that Roosevelt’s refusal to take any part in the business was undoubtedly due to the 1944 presidential campaign. He would have been charged with perpetuating one presidency fiat as a prelude to perpetuating his own.

Notes on a talk with President Quezon at the Shoreham Hotel on Thanksgiving Day, November 25, 1943

President Quezon had asked me to see him regarding the possibility of taking a job with the Commonwealth government. I explained that I was going to Australia for OWI, and we discussed the situation in Australia briefly.

I was talking about the radio propaganda now being directed at the Philippines, and mentioned that the presidential succession, whereby Quezon and Osmeña were kept in their present positions for the duration, had been treated in a simple, factual manner in the broadcasts to the Philippines. I went on to say that I thought the manner in which the Filipino government in exile had worked out its problem in unison contrasted sharply with the de Gaulle-Girard rift in the French Committee of Liberation, and with the various Cabinet crises in the Polish and Yugoslav governments in exile. Then Quezon broke in and said, “I’m going to tell you some history.”

He recalled that last May President Roosevelt had told him he wanted him to remain as president of the government after November 15, the day on which, according to the Philippine Constitution, he should retire in favor of Osmeña. “I told the President not to take any action without first consulting Osmeña,” said Quezon to me. “For I earlier had spoken to Osmeña and told him we should settle this question among ourselves. I told him that if he thought he had a right to the office, he should let me know and we should work it out without asking anyone in the United States government to intervene. He agreed.

“Well, last summer when I was in Saranac, some people apparently convinced Osmeña that he should have the office according to legal right.”

Earlier Quezon had explained to me at length that he did not believe the Constitution was operative in the present emergency, since the Tydings-McDuffie Law provided the President should authority in the Philippines, and obviously he had no such authority. “I am the President of half a dozen men, not of the Philippines,” he had said laughingly.

In the fall, when he returned from Saranac, he wanted President Roosevelt to intervene and use his emergency powers to keep him in office. (In this connection, when I saw Quezon late in October, he had me read a six-page letter he had sent President Roosevelt asking him to settle the issue and giving the reasons for which he thought he should be kept in office.) Osmeña wanted Congress to act on the matter. Finally, a few days before November 15, Congress did act, on the basis of a letter signed by Quezon, Osmeña and the Philippine Cabinet.

“Rosenman [Sam Rosenman, White House adviser] called me up one night about that letter,” Quezon told me. “He said Osmeña had agreed to sign it if I would, and he read a draft of it. I told him I wouldn’t sign it. He asked me to think it over and consult Tydings, Stimson and others and let him know in the morning. I told him I wouldn’t have to think it over. I wouldn’t sign it.

“Well, the next morning Stimson came in and showed me the letter and asked me to sign it. I said I couldn’t. He said, ‘That’s your Spanish pride, Don Manuel.’ I said, ‘I resent that, Governor!’ He laughed and recalled I was talking the same way I did when he was governor-general and I stood by him on liberalizing the corporation laws, when every other Filipino opposed him. I said it wasn’t pride, but simply a matter of dignity. I wasn’t a jobseeker, and never had been one. I wasn’t going to sign a letter to Congress now begging for a job.

“Then Stimson said, ‘I’m asking you to sign the letter because we need you in the war effort, and we need you at the head of the government. It’s your duty.’

“So I said, ‘Then I’ll sign it. I have never yet failed to do my patriotic duty. If Osmeña will sign it, I will.’

“So I thought it was all settled, but that afternoon Osmeña came and said he couldn’t sign the letter and he didn’t think he should.”

Quezon didn’t make clear why Osmeña was opposed to signing the letter. But during another telephone conversation with Quezon, Rosenman said, “What’s the matter with you fellows? When Osmeña wants to sign, you don’t. and when you want to sign, he doesn’t.”

Then Quezon told me, “So I called a meeting of the Cabinet. When they were all here, I told them that I hadn’t wanted to sign the letter, but when the secretary of war told me it was my duty to do so I had agreed. However, Sergio wouldn’t sign it.”

He rested for a few seconds in his bed, where he had been during the entire interview, then said with his customary dramatic flourish, “So I said, ‘Gentlemen, I’m through.’ I turned to Hernandez [Jaime Hernandez, secretary of finance] and said, ‘Fix up a complete financial report for my term of office.’ Then I said, ‘Rotor [Arturo B. Rotor, private secretary], get all my papers for me.’ And then to all of them, I said, ‘I’m leaving here on the 14th.’”

He smiled and said, “Osmeña came over quickly and said he’d sign the paper. So did everyone else. And that’s how it happened.”

Then he paid tribute to the statement issued by Osmeña regarding the unity of the Filipinos, and saying it was a pity it had not received more publicity in this country. He didn’t feel, however, that it was of any particular propaganda value in the Philippines.

There was one other statement of particular interest in the conversation. Toward the close, Quezon said, “Marquardt, there’s one thing I want you to remember, and to spread publicly and privately when the time comes. I’m a sick man, and I may die, but I want everyone to know what a wonderful thing Roxas [Manuel Roxas] has done in the Philippines. He refused to come out with me. Three times he has refused to be the head of the new government there, although I wanted him to. He said his duty was with Wainwright. I know of no one better qualified for future leadership in the Philippines than Roxas. If I live, he will be my successor.”

August 1, 1962–AT THE headquarters of the Philippine government-in-exile, a suite on the third floor of the Shoreham Hotel in Washington, D.C., President Manuel L. Quezon, who since early in the century had been fighting for his country’s complete independence, formulated plans for the final round of what he called the “good fight”—which would achieve for him his life’s greatest triumph. He was a very sick man; for him time was running out. It was the autumn of 1943.

Quezon was in a good position to bargain for his country. This position was clearly shown in a closed-door conference held on October 10, 1943.The meeting was called to discuss the date of Philippine independence.

There was no question as to the nature and the granting of Philippine independence. The date, too—July 4, 1946—had long been approved by an act of the U.S. Congress. But now there was a move among U.S. policy makers to postpone the date because of the war and the Japanese occupation.

Quezon, fighting against an old enemy—tuberculosis—realized that here was another fight looming up. “Why,” he asked, “despite all the efforts we have made in this war, should the independence date be again postponed?” He called the move “sloppy and ridiculous.”

There was no question, however, that Quezon would use all his skill in this fight. He summoned up all the strength left in him, although it might greatly hasten his death. Quezon prepared himself by devouring books, especially Hayden’s “The Philippines—A Study of National Development,” to weigh and measure just exactly what the Americans thought of the Filipinos. As Quezon sat there for interminable hours, and I read these books aloud to him, he would gaze at the ceiling, considering possibilities and counting his assets.

There was no doubt at all that the prestige earned by the Filipino people by their brave stand in Bataan and Corregidor were the two aces in his hands. He knew, too, that the U.S. pledges were two sparkling kings. What about the unopened cards on the table? He weighed all possibilities with care.

Quezon, of course, knew what his opponents would do. He had friends among them, whose idiosyncrasies he knew. Some of them could be relied upon to support him. There was Henry L. Stimson, secretary of war, former secretary of state and governor–general of the Philippines. There was Senator Hawes, co-author of the abortive Hare-Hawes-Cutting Law, who was now a very close confidante of Quezon.

Quezon banked, too, on his Washington experience as former resident commissioner.

Confident and smiling, Quezon awaited Roosevelt’s emissaries on that sunny October morning.

First came well-groomed, well-fed Judge Samuel Rosenman, President Roosevelt’s special adviser. Carrying a brown leather briefcase, the stocky Rosenman had the air of a Wall Street executive coming to deal on behalf of his firm—the United States government. The deal involved 115,707 square miles of real estate called the Philippine Islands.

Following him was hawk-nosed, leather-faced Secretary of Interior Harold Ickes. With him was his reliable aide, Undersecretary Fortas, who was in charge of territories and insular possessions.

Secretary of War Henry L. Stimson, Quezon’s old friend, was ushered in. Slim and old, he still carried that stamp of patriarchal authority that he had when he was the fatherly governor–general of the Islands. With him was Milliard E. Tydings, the suave senator from Maryland. Dressed in a cutaway suit, the co-author of the Tydings-McDuffie Law seemed groomed for a very important state occasion.

The conferees took the seats arranged about Quezon’s bed. Quezon looked like the seasoned poker player that he was as he regarded his guests.

Judge Rosenman delivered a message from Roosevelt saying that Philippine independence would be granted after the Japs were driven out of the islands. It further mentioned that military air and naval bases would be retained in the Philippines, after the war.

Stimson added: “My greatest concern here is that I am worried that this immediate independence will have an adverse effect on the Filipinos.”

Quezon snapped: “When the question is about the effect of independence on the Filipinos, I am the man qualified to know that. More than any American or Filipino, I know the desires of my people. And besides, why should the element of Japanese presence in the Philippines be considered when, even if the war outlasts the year 1946, we shall be independent just the same, Japs or no Japs?”

It was Rosenman’s turn to speak. “That is a very important point. Why should we think of the Japs’ presence in the Philippines? If, even with the Japs still in the Philippines, we have to give them their independence, why don’t we give it now?” Apparently, Rosenman was already batting for Quezon.

Then Rosenman added: “What about the military reservations?”

Quezon snapped: “If you yourselves include that provision, the independence of the Philippines will be like that of Manchukuo.”

Quezon’s point was clear and decisive. If the provision for the retention of U.S. bases in the Philippines after her independence was included in the resolution without the consent of the Philippine government, it would be tantamount to having a puppet-style independence.

Quezon vindicated the rights of Philippine sovereignty. For, if the provision about military bases were to be included in the resolution, the Philippine sovereignty would be greatly enhanced. It would imply recognition of the technicality that U.S. bases were in the Philippines only upon the consent of the Filipinos themselves.

The emissaries of President Roosevelt certainly never expected to be outmaneuvered, but Quezon had them cornered, on their own grounds, using their policies and rules against them.

It was agreed by everybody present that the date of Philippine independence should be honored, regardless of Japanese occupation; and that American military and naval bases should be retained in the Philippines after independence, but on the behest of the Philippine government itself, for the mutual protection of both the P.I. and the U.S., as well as for the maintenance of peace in the Pacific.

After brisk pleasantries, the Americans left the scene of what was a conference debacle for them. There was some back-slapping as Vice-President Osmeña assured his life-long opponent and rival: “Esta es el mejor triumfo de su vida.”

It might be objected that Quezon employed arbitrary tactics. No one doubted, however, that Quezon’s actions were sincere, motivated as they were by an incomparable nationalism that his people would long remember with pride and gratitude.

Indeed, the members of the Philippine government-in-exile have reason to congratulate themselves as they share the triumph of their ailing president. However, there was no room for unallayed rejoicing, for if Quezon was able to achieve this unprecedented victory, it was because of the strength of his legacy—the good name and prestige won by Filipino heroes in Bataan and Corregidor, men whom we could never forget.

MACAPAGAL’S “LOVE AFFAIR’ WITH THE POOR ENDS IN MALACAÑANG

HE has been called a colorless politician and a vote-getter, a weakling and a dictator, a demagogue and a crusader, a poor man and a snob, a compulsive puppet and a patriot, simple-minded and shrewd.

That so many so actively disagree on what manner of a man is Diosdado Pangan Macapagal points up the fact that the new President is little known and widely misunderstood. Despite his long years of public service, he cares little for publicity and public relations. He is as old-fashioned as the way his hair is parted — in the middle — which was a fad in the 1930s.

Whether or not President Macapagal possesses the conflicting characteristics attributed to him by friend and foe, he is admittedly an unorthodox politician.

Many times he was a bore on the campaign platform, mouthing all the cliches in the book, except “Friends, Roman, countrymen. . . .” And yet on election day he dismantled one of the mightiest political machines in the postwar era. If he didn’t capture his audiences on the town plaza, he corralled the votes at the polling places.

In Congress he sometimes failed to display moral courage or take a clear cut stand on some controversial and politically explosive bills. But within the confines of his own party, he is Big Daddy; he alone makes all the big decisions. He would not allow his  to choose for him his candidates for senator — or recently his appointees to the Cabinet. This right he reserved for himself.

His main and monotonous theme during the campaign was that he was a poor man. He knew abysmal poverty, he said, and therefore understood the plight of the common man. He was the common tao’s authentic champion. His use of the poor-man theme verged on demagoguery. And yet, none had crusaded as fervently as he for a change of moral and political values. There is a ring of sincerity in his campaign for a better life for the people and a better government for the country.

No one in our history has risen so high in the government service from so humble beginning. His father, a poet and a peasant who lived in a leaky shack on a lot that didn’t belong to him, could hardly feed him. To this day he does not own a house or a lot. He has stuck to simple living. The fare on the Macapagal dinning table is frugal. His polo shirts  (short sleeved) are at least one year old; his long-sleeved polos are of 1957 vintage. It is not hard to catch his wife, Evangeline, puttering about the house in faded duster. His San Juan residence belongs to his wife’s family.

And yet Spanish is the language in his household and often during the campaign he entertained at his friends plush homes in Forbes Park. he is a poor man, say his friends; he is only a status-seeker, say his critics.

He has a strong admiration for America and welcomes American aid and protection against Communist aggression. Oftentimes he was overly fervent in stating his stand for Free Worldism. He wanted the Filipinos to stand up and be counted when it was fashionable to be neutral and safe. On foreign affairs, some say, he sounds like a puppet. Others say he is for what is best for the country.

He can be both naive and shrewd. Some of his utterances while abroad made even his ardent admirers wince and left his political leaders wretched with embarrassment. After Macapagal’s performance abroad, as reported by the press, President Garcia thought him a silly man.

His insistence on stressing the poor-boy campaign theme even before the sophisticated voters of Manila was regarded by many as the height of naiveté and simple-mindedness.

Up to the day before the LP convention, President Garcia, bothered by the 1959 election reverses, harassed by widespread criticism against his administration and worried over his recent heart attack, was still vacillating on whether he should seek re-election or not. But when the LP convention declared Macapagal the LP standard-bearer instead of Senator Marcos. President Garcia decided to run for re-election. He thought Macapagal was a pushover, and Marcos a much stronger and shrewder candidate. If Marcos had won the LP nomination, said one of Garcia’s closest lieutenants, the President would have chosen to retire from politics.

But there, too, are a great number of people who regard Macapagal as one of the shrewdest politicos of our time. Almost single-handed and without funds he resembled a despised party that had been discredited and dismembered. He wooed and won the opposition groups — the Grand Alliance men, Mayor Arsenio Lacson and on election eve, Rogelio de la Rosa—all political prima donnas. By sheer political craftsmanship, he forced his strongest rival within the party, Senator Ferdinand Marcos, to capitulate and endorse him at the start of the LP convention. And throughout the campaign, he tool all these political virtuosos in tow without any one of them giving him any trouble or disputing his leadership. By campaigning for four years in almost every town and barrio of the known NP bailiwicks, he pulled the rug from under President Garcia on election day.

Outside of those who have been in contact with Macapagal, few really know the man. Until now he is still a nebulous public figure who, despite his years in public life, has left no clear-cut imprint of his personality. For sure, he does not have the effervescence of President Quezon nor the charisma of President Magsaysay.

So uncertain were the people of his true image that when the black propagandists mounted their operations, they came close to spoiling his four years of campaigning and personal appearances. In the first of months of Operation Torpedo, Macapagal himself fretfully admitted that it was the biggest threat to his candidacy. He had to rely on Mayor Lacson and step up his campaign tempo to counteract the black propaganda which held him up as a bungler, a murderer, a puppet, an enemy of the common man and a status-seeker disguised as a peasant’s son.

Indeed, even many intellectuals, believing they had uncovered his true nature, scornfully denounced him during the campaign as a demagogue, a simpleton, or, at best, a fake. The pundits, for all their sensitive political antennae, declared him a weak candidate and a sure loser. “Macapagal let the pundits down by winning,” quipped a columnist in an election postmortem.

Macapagal, the man and the politician, is clearly as complex as the latest IBM machine. There are many facets to his character and only those who are close to him or who have had the patience and opportunity to study his private and public life can assess him with some degree of fairness and accuracy.

There are, however, three facts about which there is little dispute: One, Macapagal has been a scrupulously honest government official; two, his was one of the poorest families in Pampanga; and three, he has not enriched himself while in public office, despite the fact that he was a bigwig in the old LP administration at the apogee of its power.

These facts should give us an insight into the nature of the man. They testify to his strength of character.

During the entire campaign, the high-paid professional researchers of the NP turned upside down all records of his public life but they couldn’t find so much as a breath of scandal linked to his name. Neither could they find a piece of land nor house owned by him. He is the first president of the Philippines who is homeless and landless.

It was the poverty of his parents and the suffering that he endured during his youth that endowed him with a sense of mission, tremendous drive and a consuming ambition to be president.

This is the little-known fact about Macapagal: he had made a career of preparing himself for the presidency. Few men in our generation have set their sights on the presidency as intently as had Macapagal — and did something about it.

No president had schooled and disciplined himself for the big job as deliberately and conscientiously. He didn’t mind telling his friends that he forced himself, even after he became a congressman, to go back to school to earn doctorates in economics and in law precisely to prepare himself for the presidential task. To fill the job with competence, he believed, one must be highly skilled in economics as well as law, for the big problems of the country are economic in nature.

Since his school days, recalled a classmate, Macapagal acted as if one day he would be the chief of state. “I will be president some day,” he confided to a close friend, “I can feel it in my bones.”

To his friends his ardent ambition was a fantastic dream. To his enemies this unbridled aspiration made him a dangerous man. His close associates swear that Macapagal’s relentless drive to the presidency was free from the taint of greed for naked power or money. His upright public life and his frugal living, they point out, are ample evidence that he is not saddled with such debauching motives. Back of his presidential ambition is his sense of mission, if you will, a messianic ardor to give the millions of poor in the country a better life, to chart the country’s path to progress and greatness, Because he knew abject poverty, he feels very strongly about redeeming those in the grip of want. He feels that in the presidency he will find such power and authority. This ambition drove him as a young man to Manila to take up law, to excel in his classes, to top the bar examinations.

First Big Break

In pursuit of his big dream, no odds appeared unconquerable to him, even his own wretched poverty. He took all kinds of jobs, including that of writing letters for the unlettered for a paltry compensation, to enable him to finance his studies. After two years in college, his health broke—from under nourishment! He was too poor to support himself and his education at the same time. For two long, disconsolate years he was out of school trying to mend his health and save up for the next school year.

Then his first big break in life came. Don Honorio Ventura, then secretary of the interior, an authentic patriot and philanthropist, took him along with other promising young men, under his wing. He financed his law studies. Now dead, Don Honorio belonged to the noble breed of wealthy Filipino ilustrado of prewar days, now an almost extinct tribe that has been, alas, replaced by a new group of insensitive Filipino multimillionaires who would sooner exploit than help their fellow Filipinos.

There is no way of knowing or understanding Macapagal — his outlook in life, motivation, ideals and political doctrine — without knowing exactly what kind of poverty he endured in youth. His own personal combat with poverty was to color his philosophy in later years and shape his behavior in life.

This seems to be the explanation why, against the advice of his closest friends, he never tires of telling the story of the poor boy from Lubao at the drop of a hat. His experience with poverty has become the source from which he draws inspiration, courage, determination.

He is apt to grow sentimental when he recalls his youth. “I belonged to one of the poorest and most wretched families in Pampanga,” he told an audience in Iloilo. “In my boyhood, I often knew hunger. I remember when we children would ask mother for food at noontime. Instead of feeding us, she would make us go to sleep so that we would make us go to sleep so that we would not feel our hunger while she went out from neighbor to neighbor, from relative to relative, asking for a handful of rice. Many times we would have our lunch at four or five in the afternoon, after mother had gathered rice for us.

“I remember when as a boy I used to play by myself along the rugged road of our barrio, wearing torn and shabby clothes, so pauperish in appearance that I could not play with the sons of the rich in the neighborhood. I didn’t even dare to approach the fences of their tall and big houses.

“As a boy and a young man I knew what it was to live in a nipa shack. When a heavy rain fell at night, the roof leaked. We moved our tattered mat from one sot to another for a dry place on the bamboo floor. But soon there was no dry spot left and we could not sleep the rest of the night.

“I remember as a young student in Manila when I walked daily three kilometers back and forth from the slums of Tondo where I lived to the state university. When it rained at the close of classes in the evening, I would wait for the rain to stop, because I didn’t have money for fare. Many times I had to wait until midnight and walk home, starved and sleepy. I dreamed of a better life for me and for all the poor children of countless miserable families in our country.

“I plead the cause of the common man because I am a common man. I suffered to acquire an education in the manner of a man bearing a heavy cross up a hill. . .with eyes riveted on an ideal radiant on the hilltop. Having acquired an education I could have escaped the rugged life of the poor, leaving it behind me forever like a nightmare, but I chose the status of a common man where I could continue to struggle. . . .

“Deep in my heart I know that for me there can never be a sense of redemption from poverty while countless countrymen live in the misery that was my lot as a child and as a youth. I shall feel released from the shackles of the poor man’s life only when the masses of our people shall have cast aside the chains of poverty and found a decent living for themselves and their children.”

This was the main burden of his message to the people during the entire campaign.

To many the message was much too melodramatic, too mushy, to be taken seriously. It was said during a campaign by a politician seeking a public office. Both his motive and sincerity were suspect. But he is a breed apart — all who know him intimately swear to this. He apparently meant every word he said in that message.

Thus, it was no surprise that soon after he won the election he announced that his top priority program would be a crash project designed to push down and stabilize the price of rice and create job opportunities for many.

Brightest Virtue

Sincerity, according to Senator Raul Manglapus, is the brightest of Macapagal’s virtues. Take, for instance, his promise to the Batanes people—that he would visit them. There are only a few thousand voters in Batanes. On the scheduled day of his visit, the sea was rough. The motorboat captain told him it would be a dangerous voyage. His lieutenants pleaded with him not to take the risk. Macapagal was unmoved. He had promised the Batanes people and he would make good his word. Half way to Batanes, the motorboat was getting out of control; the captain ordered it back.

Undaunted, Macapagal wired some friends in Manila to send a plane. He took off for Batanes the very next day. He fulfilled his promise. But it almost cost him his life for the plane, buffeted by rough winds, developed engine trouble. It limped back to an airport in northern Luzon.

Those who didn’t know Macapagal were baffled by his behavior. Those who have been close to Macapagal were not surprised.

Many dismiss Macapagal’s pledge to renounce a second term as empty political talk. But the men who know him — and some of them are seasoned politicos—entertain no doubt that Macapagal will keep his pledge.

In an interview with Macapagal, the FREE PRESS pointed out the dilemma he would have to face just before his four-year term is up: The problems of the country are tremendous. A four-year term is too short for his administration to solve the problems or complete his program. Thus, wouldn’t he be forced to seek another term to enable him to finish his program? On the other hand, if his administration achieved a great deal during his term or completed its program, wouldn’t the people themselves insist that he serve another term in office?

Macapagal replied that he realized that his administration’s program would not be fully implemented in four years. He would not solve all the problems in so short a period.

It would be achievement enough for him, he said, if he could divert the ship of state from its present disastrous direction and put it on the right path toward progress and greatness.” I am concerned with moral and political values in not seeking re-election. I would like to set an example for those who come after me. I don’t believe in re-election for a president. It is a curse on the presidency. I would like to show everyone that a Filipino president has enough self-abnegation to refuse a second term.”

The new President believes that it is hard for a president who seeks second term to keep faith with the people and the public…

… He has pulled many surprises in the last elections. But the biggest surprise that he has in store for his critics is yet to come. He intends to give the country the best administration it has ever had. he aims to be the best president the Philippines has ever had. He has the courage, vision and patriotism to fulfill his plans.

The new President once told the FREE PRESS:

“I will work myself to the bone to give the country a good government and the people a new life and new values. I will fulfill my promises. I don’t care if I have to work 24 hours a day. I don’t care if at the end of my term I leave the presidency a broken man, an invalid. My only happiness will be the thought that I have done what I could to make my country great and my fellow countrymen prosperous and happy.”

Diosdado Pangan Macapagal, the new President, has a book entitled The Common Man, a compilation of his speeches, his program of government and his philosophy in life. He picked the title himself. He hopes to be remembered as the common man who became president.

The FREE PRESS’ Man of the Year —he had previously earned the title in 1957 — proved himself a dedicated and resourceful campaigner in giving the entrenched and corrupt NP administration the licking of its life. He may or may not prove a great president, but one thing is certain: He was the most uncommon man of the year 1961.

How Quezon handled government crooks

NOW that President Garcia seems determined to weed out the scoundrels in the government service who have brought disrepute to his administration, it may be interesting to delve a little into past history and recall how, in his time, the late President Quezon handled such crooks.

Being as old as the oldest profession in the world, graft was not unknown in the good old prewar days. It is true that the modern C.B. ten percenters, ACCFA tobacco up-graders, etc., were then unknown, but there were quite a number of get-rich-quick Wallingfords in the different branches of the government who enriched themselves through their positions.

Among others, there were judges and fiscals whose decisions were for sale to the highest bidders; P.C., and police officers who were on the pay roll of vice operators; B.I.R. and customs men who, like their present counterparts, were leading princely lives through their under-the-table or fuera mirar operations, and others in various departments who were more concerned with making easy money than serving the public.
